Foreign labor advisor to the U.S. Navy Region Europe, Africa, Southwest Asia (EURAFSWA). Analyzed international agreements, Department of Defense directives, and past precedents in the context of international law to provide guidance on labor policies in Italy, Spain, and Greece. Project Manager for a lengthy, politically sensitive reduction in force (RIF) of local national personnel in Italy. Managed the year-long process of identifying excess workforce, briefing scenarios to Command leadership, preparing written requests for higher-level approval of the RIF plan, and communicating and implementing the RIF. Worked closely with the EURAFSWA Office of General Counsel, Department of State, and Command staff to ensure compliance with applicable laws and labor agreements, as well as to catalog and preserve significant documentation in anticipation of litigation. Advised the U.S. Navy on a range of local national personnel issues, including limitations on hours of operation, labor standards for hiring third party nationals, and retirement eligibility for foreign employees.
