Develop, coordinate, and facilitate City's training and development programs. Design/Facilitation: Facilitates in-person classroom, blended, and virtual learning in an engaging, inclusive, respectful, and motivational manner with a wide range of employee audiences; Performs full-cycle of needs assessments, development, implementation, facilitation, measurement, and adjustments;Possesses knowledge of instructional modalities, including in-person classroom learning, blended learning, virtual learning, gamification, and mobile learning;Utilizes methods and techniques to foster cultural awareness, encourage cultural sensitivity, and broaden viewpoints; integrates and synthesizes others’ viewpoints to build alignment of diverse perspectives;Obtains resources necessary for planned programs and training courses; reserves classrooms and meeting spaces; prepares training materials and training locations; obtains needed audio visual equipment;Administers and conducts qualitative and quantitative data collection methods, techniques, and tools, including observations, interviews, focus groups, surveys, and/or assessments;Technology: Supports the Citywide Talent Management System (TMS), including the learning, performance management, and social modules; responsibilities include managing courses, classes, curriculums, certifications, content, rosters, and reporting;Designs and develops online content using content authoring software applications; integrates the content into the Citywide TMS; Project Management:Performs project management duties, including scheduling, planning, allocating resources, communicating, evaluating, and reporting; Business Partnering/Needs Analysis:Assists internal business owners in learning design and implementation best practices;Partners with other organizational units to provide guidance on departmental or organizational learning needs and requirements;
