Jeffery Flynn, Founder TRACS Financial, began his career in Public Sector cash management in 1983 as a Senior Vice President at Prudential Bache serving as a fixed income specialist for public sector clients. In 1989, Mr. Flynn helped create the first online based investment accounting product creating relationships with cash managers across the US. He became an active speaker and has provided over 100 seminars to various state, local and national professional organizations like GFOA and ASBO International. Mr. Flynn published a monthly investment column called The Public Interest for ASBOI's monthly magazine, School Business Affairs from 1988 -1993. He published a book through ASBOI call The Art of Investing School District Funds. TRACS began to provide regular market commentaries and opinions to TRACS online accounting clients in 1992 and its popularity became widespread as cash managers sought objective market analysis and strategy. He further expanded his research and writing under TRACS Financial, becoming a registered investment advisor in 2001. Mr. Flynn developed a solid reputation for "outside the box", objective and accurate investment analysis and strategy over the years, specifically as it pertains to Public Sector. In 2004, he began monitoring all state and local government pools and has become a nationally recognized authority in this area. TRACS Financial and its Institute of Public Investment Management (IPIM) have been active SEC 2a-7 reform debate, and is currently collaborating with GASB and NAST to find ways to preserve and strengthen Local Government Investment Pools (LGIPs) and allow them to operate under current or former SEC guidelines.
