Tracy Carson serves as the U.S. Health Attaché to the U.S. Permanent Mission in Geneva, promoting U.S. policies on international health, human services and related issues. She is the United States’ primary interface with the World Health Organization and other Geneva-based health and social-service organizations. Prior to this position, Ms. Carson was the Global Program Director within the HIV Training and Capacity Development Division within the HIV/AIDS Bureau at the Department of Health and Human Services, Health Resources and Services Administration. From 2011-2016, Tracy served as the Senior Advisor for Policy with the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (OGAC) at the U.S. Department of State. In this role, she provided policy-level support for PEPFAR program implementation and served as Deputy to the Deputy Coordinator for Finance, Accountability and Oversight. Tracy has 25 years of professional experience, with 18 years of specialized work in public health and HIV/AIDS.Bringing a blend of both domestic and international development experience, Ms. Carson joined OGAC in October 2011 after serving for five years in the United Republic of Tanzania as the U.S. PEPFAR Country Coordinator. Prior to her posting in Tanzania, Ms. Carson worked in Washington, D.C., for 10 years with the U.S. Department of Health and Human Services on domestic HIV and AIDS issues and served as the Department’s detailee to the White House Office of National AIDS Policy. In 2004, Ms. Carson was also detailed to OGAC to support policy and congressional efforts and where she served as the U.S. Focal Point to the Global Fund to Fight AIDS, Tuberculosis and Malaria. As a recognized high-performing, innovative, and values-driven professional, Ms. Carson holds a Bachelor of Business Administration and Juris Doctor from the University of Georgia.
