CurrentAssist Program Offices and/or Field Activities in developing Acquisition Requirements for nationwide contracts in the Veterans Affairs, Veterans Health Administration (VHA). Create documentation that includes Business Cases, Project Management Plans, Risk Management Plans, and Communication Plans, establishes master schedules, and proposes solutions to a variety of programs. Measures and analyzes projects to ensure cost and schedules are met. Analyze the documentation to determine how the projects be impacted by current policies, and guidelines.I assist VHA management in cost benefit for life-cycle management and evaluations of program; leads cost effectiveness studies for region wide operating or administrative programs. Coordinates program activities with managers to analyze and identify the need to redistribute capabilities, of the workforce skills and positions to better benefit the program.Serve as an analyst and advisor to management on the evaluation, effectiveness, operations, productivity and efficiency of the VHA programs for applications. Develop procedures, criteria for organization and systems for establishing, operating, and assessing the effectiveness of administrative control systems. Evaluation, and/or monitoring audits inspections, or management or internal control reviews.I ensure that project stakeholders updated on status changes and emerging project issues. I prepare the development and finalization of acquisition planning documentation, which include, Minimum Technical Requirements (MTRs), Statements of Work (SOW), Performance Work Statements (PWS), Product Descriptions (PD), Independent Government Cost Estimates (IGCE), Waiver Letters, Market Research, Sole Source Justifications, and/or funding documents. I develop and track the Requirements Traceability Matrix for each project to ensure the requirements are properly identified.
