• Wrote and edited policies and guidance for USAMRAA’s grantmaking processes and reviewed draft notices of funding opportunities and grants templates. • Advised grants officers and management on applicable laws, regulations, and policies pertaining to the award and administration of grants and cooperative agreements. • Participated in Department of Defense and Army-wide working groups on revisions to grants regulations and policies and implemented revisions locally. • Conducted small and large group training for USAMRAA’s grants workforce.

• Served as a warranted Contracting and Agreement Officer with $5 million signing authority for new awards.• Negotiated new contracts up to $2 billion and new assistance awards up to $15 million.

• Provided review, advisory, and compliance services to the Project Management Units (PMUs) for 18 active projects in Europe and Eurasia. Responsibilities included reviewing and approving all subcontracts, prime contracts from USAID, and other firm-binding documents prior to execution, providing advice to PMUs regarding procurement of services and commodities, approving solicitations for subcontracts, and advising on the negotiation of prime contract and subcontract terms and conditions (May 2008 to April 2009).• Reviewed and presented firm-binding documents to Chemonics signatory (March 2007 to May 2008).• Independently conducted or supervised more than 40 procurements for construction, demolition, architect and engineering, security, events management, grounds and facility maintenance, and communication services over six months of short-term assignments in Afghanistan.

• Provided day-to-day home office support to USAID-funded projects in Egypt and Iraq. • Responsibilities included managing up to three project administrators or associates, work planning, budgeting, profit analysis, long and short-term personnel recruitment, ensuring compliance with prime contract terms and conditions, planning and conducting competitive subcontracting and other procurements to fulfill project needs and monitoring subcontractor performance.
