Dr. Hart holds two concurrent roles: Global Lead for Environmental Risk Management (ERM)/ Environmental and Social Framework (ESF), as well as Global Lead for Fragile and Conflict States (FCS), for the Environment Department at the World Bank. Both Global Lead roles involve technical quality assurance; knowledge creation, curation and dissemination; mentoring and talent engagement; and partnerships and outreach.The Global Lead role for FCS includes thought leadership in how situations of fragility and conflict at sub-national, national, and regional levels influence management of natural resource assets, and vice versa. In addition, Tracy leads a Community of Practice to share knowledge across subject matter specialists both inside and outside the World Bank. Tracy is also focused on how to incorporate security risk management into development projects at the design and implementation phases.Dr. Hart's passion has been in designing and implementing environmental compliance components of projects in active- and post-conflict countries. Prior to assuming the Global Lead roles, Tracy worked in Eritrea, Somalia, South Sudan, Sudan, and Mauritania, managing the environmental impact assessment portfolio for the World Bank in each. She led a team supporting Sudan in its sustainable land management national program, part of the Africa Great Green Wall initiative. She also led workshops on WBG's Environmental and Social Framework (ESF) in Accra, Asmara, Dakar, Mogadishu, Nairobi, Rabat, and Washington, DC. Tracy completed a post-war environmental damages assessment for Homs and Aleppo in Syria. Dr. Hart also led the Food Security and Agricultural Livelihoods analysis in the seminal work Assessing the Economic and Social Impact of the Syrian Conflict and ISIS. She has worked extensively in West Bank and Gaza on water supply and wastewater treatment. Her work in Yemen prior to the current conflict also focused on urban and rural water supply, as well as groundwater management. Her work in Jordan focused on integrated ecosystem management. Dr. Hart's career has spanned 30 years and 80 countries, with substantial experience in Africa, the Middle East, and South Asia. Most of her work has been at the nexus of water and environment, including work in treated wastewater reuse, natural and artificial wetlands, water quality management, international waterbodies (e.g. rivers, lakes, aquifers, seas, coasts) management, aquifer recharge, saline intrusion, and drylands management.
