Prepare project plans, specifications, and estimates for large projects. Design and manage projects such as buried bridges that incorporate roadway safety improvements, geometric design changes, stream realignment and restoration, and habitat elements. Develop consultant scope and budget as well as coordinate associated work. Prepare grant submittals for state and federal funding. Coordinate and review work of other engineering staff. Analyze and design cost-effective solutions to drainage, habitat, and water quality problems. Lead coordination with other county departments, permitting agencies, and local tribes. Attend public meetings on proposed construction projects and prepare presentations. Perform on-site inspections of construction work to assure quality and timely completion.

Complete plans, specifications, and estimates for medium-sized water quality, drainage, stream, and road projects. Perform advanced technical engineering analysis including in hydrology, hydraulics, and structure load rating calculations. Assist with geologic analysis of foundations and reinforced embankments. Complete traffic analysis and road geometric design. Coordinate and lead technical resources in areas of survey, geotechnical, right-of-way, communications, and environmental permitting. Coordinate plan review. Respond to public inquiries. Monitor and coordinate project construction activities, assuring adherence to contract specifications and design standards, obtaining quality construction, and resolving construction problems. Recommend and approve construction materials.

Conduct field investigations and provides technical assistance to resolve drainage problems. Propose county projects. Educate and help resolve drainage conflicts. Attend public meetings to respond to drainage issues. Promote compliance with state and local codes. Participate in flood emergency response. Lead topographic mapping crew, stream channel surveys, and project feasibility studies. Conduct hydrologic and hydraulic calculations and analysis. Complete engineering calculations, drafting, plan development, and design reports for drainage, flooding, stream restoration, and bank stabilization projects. Coordinate utility conflicts and relocations. Coordinate pre-construction conferences with contractors, utilities, and county staff. Conduct construction mapping and inspections to verify project completion and compliance.
