Successfully collaborated with the Rural Healthcare Pilot team in order to prepare for the substantial growth that occurred with the establishment of the permanent Healthcare Connect Fund (HCF) program. Improved processes and managed operations with a virtual team that spans four separate organizations. Established operational efficiency as evidenced by more than tripling the number of services in 4 years without requiring additional employees.Established and maintained the processes for HCF program requirements. Responsible for the strategy and timing of reserving discounts for new services and ensuring renewing services maintain discounts. Completed 286 site registrations and updates for the HCF program. Reserved $20.6m in funding. Requested and received $13.4m in discounts from this reserved funding, with an average of $300,000 of discounts per month for 250+ broadband services. Worked closely with USAC to complete these filings according to their changing guidelines. Represented our subscribers to advocate for HCF program improvements in collaboration with the Schools, Health, Libraries and Broadband (SHLB) coalition.Led the team in planning and implementing a new independent 501(c)(3) corporation to assume consortium leadership from the existing organization. Worked closely with legal experts and the leadership team to follow 501c leadership best practices to write the organization’s bylaws, articles for incorporation, application for exemption, contracts, guidelines, and policies. Evaluated accounting firms for subscriber invoicing and accounting management. Streamlined subscriber invoicing and implemented the process with the selected firm and a new bank with no gaps or loss of accuracy. Transitioned all operational requirements to the new organization, including assuming a new role as financial manager. Worked closely with the leadership team to establish the new Board of Directors and related subcommittees.

Developed and implemented the program governance structure, including project funding requests, ongoing project assessments, status reporting, risk management, and various project management and business analysis tools. Provided leadership for the overall program with oversight of all projects, mentoring of project managers, improvement of business processes, and ensuring alignment to goals. Served as the primary contact to the Office of the National Coordinator (ONC). Responsible for the funding approval process, executive committee reporting, contract facilitation, and budgeting. A $15.9 million federal grant was awarded to this organization to improve transitions of care across three counties. The program included over 25 projects that spanned the public health departments, CMC NE Hospital, Rowan Regional Hospital, Stanly Regional Hospital, associated primary care clinics, and the NC Community Care Network. The areas of focus were innovation, data infrastructure and exchange, and improving cost, quality and population health.

Managed projects through effectively balancing scope, time, and resources, prioritizing tasks, managing risks, developing the testing approach, and tracking and communicating the status through MS Project schedules, issue documentation, release statistics, and a milestone overview calendar. Served as project manager, development manager, and release manager for a company-wide initiative that included updating the website used by new members, creating a website for renewing members, and creating a web-based front end for an existing AS400 membership management application used by the call center, branches, and headquarter employees. Initiated Agile practices in order to meet deadlines while ensuring high user satisfaction. Worked closely with the business to prioritize new features and support tickets.
