Supervise all aspects of quality assurance and safety including annual QA reporting, mandatory annual compliance training, and regulatory compliance auditing and oversight; Achieve quality assurance performance targets while examining staff satisfaction surveys; Work closely with CEO and staff to monitor all operations affecting quality and assists with regular reports while monitoring compliance to ensure best practices are met; Examine and drive KPIs while operationalizing Safety & Training of new and returning operators; Create a culture of customer service for special needs transportation impressing sensitivity awareness and reporting observations; Work closely with HR and IT departments communicating support and effectively reducing incidents/accidents; Monitor and maintain driver qualification files (DQFs) as well as DOE/PETS/19A clearances; Perform written, road and verbal evaluations; Ensure DOT/Maintenance compliance of fleet and facilities (6 Depots); Sustain reduced negative impact through continuous presentation in addition to yearly courses of compliance and following through with initial meets.

Identify/drive KPIs through SWOT analysis and increase production/efficiency; Manage Maintenance, Licensing and Inspections for over 300 buses/trucks; Electronic Data Interchange (EDI); Hazmat handling; Current Good Manufacturing Practice (CGMP); New Hire Training (Defensive Driving technique training/onboarding; Interview driver/helper candidates; Annual MVR review; Annual Written/Road testing; Accident/Incident investigation; Accident event review/retraining; Workers Compensation mitigation; Passenger transport onboarding sensitivity safety (visual/physically impaired); Wheelchair securement training (Kinedyn/Q-Straint) and review; Pre-trip/Post-trip evaluation (AM/PM pull outs); Third-party logistics (3PL)/Carrier Selection and Strategic Sourcing; Manage Raw Data; Track OOS vehicles, enforcing lock out tag outs, and overseeing compliance PM and repair schedules; Assure that all PMI and repairs comply with DOT, EPA, OSHA, FDA and any state mandated programs; Upkeep dossier computer program with all maintenance, repairs and D.V.I.R. reports; Review DOT ratings and Valid/Updated Bonding; Prepare Profit/Loss Statements; Interface with warehouse management to resolve equipment issues in a timely manner; Develop Fleet Maintenance Program; Samsara training (DVIR/Accident reporting); Creating Company SOPs (Fleet/Warehouse); Accident Prevention; Ensure DOT/OSHA Compliance; Injury Prevention Training; Maintain data integrity; Monitor Carrier Performance Metrics; Manage Raw Data and integrate with Telematic Dashboard; Software literate: Samsara, LYTX, Geotab, Transfinder, Agility (WMS)

Supervise subordinate staff of 5; 3PL; Oversee contract with vendors to ensure compliance and prepare analytical documentation and various reports as required by the Federal Transit Administration, the New York State Department of Transportation, or other regulatory agencies, to detail reimbursement requests; Contract compliance; Route Planning; Investigate/Report Accidents/Incidents; Office of Emergency Management (OEM) participation; Create/Approve Route Logistics in Urban Planning (Transfinder/Trapeze Software); Transit Planning; Review Authorizations/Licenses and bonding for 3PL; Liaison for DOH operations to program directors, districts offices and public; Routine, “on-site” vehicle inspections and road observations; Develop/ Implement policies/procedures lowering overhead cost and optimizing performance operations; Implement safety procedures/guidelines pertaining to State and Federal guidelines (FMCSA; NYS article19A); Train and Review Service Hours (HOS); Perform Accident /Incident investigations; Issue monetary violations for breach of contract; Perform Criminal/Domestic/Local Search background checks (State Central Registry/SCR); Participate in public meetings, forums or symposia as a representative of the Department Of Health (Transportation for Special Needs Children) as required and meetings for risk management teams.
