Carl’s assessment included recommendations for structure, governance, and skills, and provided a roadmap for implementation of the recommended strategic EA improvements. A multi-year agreement with the State of Washington to provide EA Consulting Services State-wide, including the delivery of a state IT strategy for the Healthcare segment, as well as the assessment of the State’s EA Program.

Established an Enterprise Architecture program for California’s Department of Health Care Services (DHCS). Carl led the development of Enterprise Architecture processes, assessments, project evaluations, development of strategic plans, IT standards, organization and governance development, communications and Enterprise Architecture Definitions used for future project procurements. The EA program required a “Framework Integration” approach blending the several linked and sometimes overlapping program elements from various EA frameworks, including PEAF, TOGAF, and Zachman. This work continues, including analysis and implementation of business, information and technology architectures resulting from the Medicaid Information Technology Architecture (MITA) 3.0 State Self-Assessment (SS-A). Developed As-Is, To-Be and Roadmaps to achieve MITA Maturity Level 3 for business, information and technology architectures. This resulted in the creation of a “Health Care Innovation Strategy” (which won the 2014 Excellence in EA Award from the FEAC Institute and GovernmentEA), to ensure the necessary work can be done to achieve DHCS goals. It has also involved developing EA processes, such as governance and architecture assurance assessments, including conducting such an assessment for the California Medicaid Management Information System (CA-MMIS) System Replacement Project.

Developed enterprise, business, information and technical architecture, requirements and assessment of vendor RFI’s in conjunction with CalHEERS. CalHEERS serves as the central system to support California’s implementation of the ACA, supporting programs under DHCS and Covered California, the state health insurance exchange. During the planning and procurement stages of CalHEERS, Elyon also developed governance, requirements, and evaluation criteria according to ACA, MITA and CMS 7 Standards & Conditions for key capabilities.

Coach Engel is a visionary leader with exposure to coaching at various levels, in multiple sports and in local and international environments. He has coached entry level youth and high school sports, little league baseball, competitive basketball, competitive soccer for ages 4-18, in addition to one year of college soccer at William Jessup University. Carl has also served as director for soccer and basketball camps, tournaments, and other training programs. Carl has also trained runners, cyclists, triathletes. Coach Engel has led his teams to league titles, regional titles, and tournament wins. Carl has also coached and directed camps in Brazil, Uganda, Mexico, Rwanda, and Kenya. As a life long athlete, Coach Engel has competed in youth sports (baseball, basketball, football), lettered in 4 high school sports (Football, Basketball, Wrestling and Track), competed in college football and field (track) events. In addition, he has competed in many marathons, iron distance triathlons and swimming competitions.

The California Health Benefit Exchange developed the Concept of Operations, Requirements and structure for the California version of the Health Benefits Exchange. Elyon Strategies and Radian Solutions partnered to provide Enterprise and Business architecture services that created the collateral required for the RFP. The project is now known as Covered California.
