Responsible to ensure that adequate resources are available and to care for the welfare of all employees.Collaboration with the Crew Manager and the other Department Heads, is responsible for ensuring that all employees receive adequate training for their duties. Responsible for rendering adequate assistance to personnel as regards their familiarisation with the SMS. Also responsible to identify training needs and to develop programs for the training of all employees on the SMS.• The screening and selection of competent, qualified and medically fit seagoing personnel;• Ensuring that the Company has sufficient seagoing personnel to adequately man its vessels and maintains updated records of them;• Ensuring that the vessels are manned in compliance with the Company’s requirements and the Flag State and International regulations and in accordance with the terms and conditions of the respective Collective Bargaining Agreement;• Accessing and monitoring the changes to Flag States’ regulations and guidelines prescribing the correct form of the medical certificate. In addition, he is responsible for ensuring that medical certificates are issued in the prescribed format and are valid while the seafarer is on board; and• Reviewing the Medical Examination Certificate for any limitations in respect to medical fitness and advising the Master accordingly.Interview / briefing of Senior Officers first time with the Company. Also responsible for reviewing appraisal reports of Officers and participating in the appraisals of Senior Officers.
