Responsible for operations of USS-POSCO Industries Accounting Department, which includes Treasury, Accounts Payable, Accounts Receivable, Cost Accounting and Payroll. Prepare business plan budgets and forecasts for the entire enterprise including staffing and employment costs, financial impact of pension and benefit design changes, and various bonus programs, the HR functions of this position were transferred to the accounting department with my appointment to Director. Monitor and report on the actual performance versus the business plan to ensure objective are being met. Prepare financial statements, business performance reports and forecasts. Lead UPI’s team during audits by external firms. Assist Vice President – Administration & Finance with special projects.

Manage and coordinate labor cost and forecasting for Operations, Accounting and Commercial groups. Monitor and report on cost performance variance. Develop, propose and implement programs to help functional areas meet company objectives. Analyze impact of proposed change in HR polices such as staffing levels, compensation and benefits. Create and administer short term incentive program for management employees. Provide manning and cost analysis cost of Labor Contract proposals. Collaborate with Vice President Employee Relations, Division Managers, Department Managers and Front Line Supervisors on the interpretation, administration and enforcement of company policies and procedures relating to wage and rate, compensation and incentive programs. Served as a member of UPI Labor Contract Negotiation and Pension Investment Committees.

Developed forecasts for labor cost on a monthly and annual basis, reported actual performance to these forecasts. Responsible for Union wage and rate issues such as incentive and hourly rate applications. Provided direction for Division Managers, Department Managers and Front Line Supervisors on the interpretation, administration and enforcement Union Wage and Rate Policies. Estimate cost of new wage incentive programs through analytical modeling.

Supervised approximately 30-35 union employees working rotating shifts. Determined production plans for weekly and monthly production goals. Initiated process improvement project aimed at increasing quality and production levels.
