As a key member of the counter-drug executive team, I served in numerous roles from program manager to policy officer to strategic planner. In all my roles I defined and implemented strategic plans and advised key decision-makers while providing oversight for program operations. Some highlights include:- Designed an innovative funding model (recognized as a “best practice”) to distribute >$180M to 54 programs by gathering data-driven metrics from national law enforcement agencies, community coalitions, and treatment centers. By establishing an objective, iterative process to evaluate drug threat by state each year (with input from state and federal subject matter experts), this model prevented program closure and added $130M in budgeted funds.- Wrote the National Guard Counterdrug Program strategic plan. Defined performance metrics and created reporting processes to provide detailed information to the National Guard Bureau, DOD, and Congress.- Managed funding and policy for a $218M joint counterdrug program with 2,400+ full-time Soldiers and Airmen in 54 programs nationwide. Through strategic and hands-on leadership, achieved a 99.9% execution rate while assisting law enforcement in removing $45.5B in drugs from our nation’s streets.- Streamlined the annual state staffing process, increasing productivity 20% by working from the top down: the process begins at the state Attorney General’s and Governor’s offices, passes through the National Guard Bureau and DOD, and is ultimately approved and signed by the Secretary of Defense.
