As program manager and lead consultant, spearheaded the development and implementation of a Tactical Interoperable Communications Plan (TICP) for New York City. Stakeholders included over 40 local, State and Federal agencies and more than 130 members from the law enforcement, fire, and emergency management entities. Consulted with major City agencies to develop a Field Operations Guide (FOG) for incident-response command and control. As program manager for a major metropolitan citywide wireless IT reconfiguration initiative was responsible for planning, organizing, and overseeing the system reconfiguration of 35 government agencies. The project required interfacing and aligning client interests with legal and federal regulatory bodies to ensure that the outcomes satisfied the unique needs, wants, and expectations of all stakeholders.As principal communications consultant, led development of an interoperability plan and investments for a $64 million dollar grant program and implementation of a project management system for organizing to support the project.As grant program administrator, was responsible for initiating, planning, and coordinating a team of stakeholders in the application, justification, and implementation of federal and state grant programs.As spectrum consultant, led the development, negotiation, and implementation of 700-MHz and 800-MHz communications plans statewide.As RF engineer, was responsible for overseeing the evaluation of numerous tower sites and conducting spectrum analysis / spectrum management activities for statewide wireless communications network.
