Metro AreaAs the Chief Financial Officer for the Air Force Operations and Maintenance Account, I identified threats and vulnerabilities to a $50 billion Air Force budget and developed budget cash-flow countermeasures to mitigate a $3.6 billion-shortfall to keep the Air Force solvent. I led the team whose root-cause analysis revamped the Air Force military personnel cost model that reaped $450 million in savings. I coordinated strategies to manage prices, upper and lower cash limits, cash-on-hand and profit and loss within $23 billion Air Force Working Capital Fund. As the Air Force Space Command CFO and Programmer, I synchronized and integrated planning and programming efforts and aligned strategic plans with budgetary expectations allowing the command to reorganize and budget $10 billion toward future threats to U.S. Space satellites. Created strategies that reduced labor costs through enhanced and realistic programming and cost-and-revenue projections that increased profits 45 percent over a 12-month rolling, four-quarter period. Led transition of 828 government-leased homes to a private contractor, reducing legacy home footprint by 74 percent and Air Force overhead costs annually by $12 million. Negotiated historic $182 million pay-raise for Afghan National Security Forces. Initiative enhanced recruitment and retention efforts enabling the Afghan military to grow an additional 17,000 members in one year. Served as U.S. military representative and negotiated with nine country ambassadors, increasing professional pay-raise for Afghan National Civil Order Police. Partnered with Kabul National Bank and Azizi Bank to expand banking infrastructure at six Afghan Army bases across the country and raised electronic funds transfer rates by 70 percent for Afghan National Army and 60 percent for Afghan National Police. Personally briefed Chairman, Defense Senate Appropriations Committee on the initiative and received congressional support. -

Innovative partnership with South Dakota Economic Development Authority resulted in a shared regional waste-water treatment plant, avoided an $18 million military construction project and saved the Air Force $8.8 million over 20 years. Represented U.S. Member of Congress on delegation visit to Botswana to discuss responsible manufacturing of diamonds and wrote subsequent legislation to distinguish Botswana from African countries irresponsibly manufacturing diamonds; efforts preserved U.S.-Botswana relationship.Orchestrated efforts to transfer 53 acres of excess Air Force property to the local community to build an elementary school and develop a city center to enhance quality of life for military and local community. -
