The Pediatric Pandemic Network's (PPN) mission is to collaborate with the nation’s children’s hospitals and their communities, to coordinate, prepare, and enable high-quality, equitable, research-based pediatric care in emergencies, disasters and pandemics.My role: I serve this network in the capacity of the Mental & Behavioral Health Domain Manager. Within this role, I manage the development and expansion of the domain including both core operations and special projects, oversee multiple network initiatives including the PsySTART Learning Collaborative, and provide emergency management expertise and consultation to a wide variety of functional areas and missions.Major initiatives and products produced include but are not limited to:-Serving as emergency management and disaster mental health subject matter expert on PPN initiatives, specifically research and disaster preparedness/response projects -PsySTART Learning Collaborative (1.0 & 2.0)-Design and implementation of core domain infrastructure including charter, strategic plan, and leadership team

WRAP-EM's mission is to develop regional pediatric disaster planning and response capabilities that effectively match resources to needs for a catastrophic incident. This progressive foundation has been established with an unprecedented public and private partnership – integrating community facilities traditionally not admitting children in the western United States. WRAP-EM consists of six states (Arizona, California, Nevada, Oregon, Utah and Washington), serving over 13 million children.My role: I support this alliance as the Washington State Coordinator, Mental Health Focus Group Coordinator, and Pediatric Surge Focus Group Coordinator. Within those roles, I connect and empower pediatric preparedness initiatives within Washington State, provide subject matter expertise and project management assistance to the focus groups, and pioneer innovative models and tools in collaboration with practitioners and academics from across the region to address the most pressing challenges in pediatric preparedness and response.Major initiatives and products produced include but are not limited to:-WRAP-EM Pediatric Surge Playbook & Resource Table-Kids in Crisis Webinar & Boarder's Package-Development of Mental Health Response Support Team (national and international response), incidents supported (non-comprehensive): 2023 Maui Wildfires, 2024 Kansas City Superbowl Parade Shooting, Gaza/Israel War (SME and TF-CBT training), Derna Floods in Libya.

Washington State lead for disaster behavioral health preparedness and response operations for the state since late 2018: COVID-19 Activation: After serving as Operations Section Chief for the initial state response in January and February 2020, developed and led the state response to the behavioral health impacts of the pandemic. This initiative included establishing behavioral health impact and system capacity assessment, development of guidance and training for response partners and the public, collaboration with partners to sustain and build access to care, and interagency coordination to ensure effective use of resources. This unique response framework has been recognized at a national level by both governmental and nongovernmental partners as an innovative best practice. Pre-COVID 19: Engaged governmental and nongovernmental partners to form a state-level disaster behavioral health planning team. Led this interagency team to develop a draft Behavioral Health Response Framework and tested that framework through interagency exercises. Additionally, developed a Behavioral Health Strike Team of psychologists and psychiatrists with a background in disaster behavioral health to support and inform state response activities. This strike team became essential for the effectiveness of the COVID-19 response efforts. Incident Management Team Leader: Served as lead Operations Section Chief responsible for training operational response personnel, mentoring operational staff, developing drills and response resources, and collaborating with other section leads to improve incident response outcomes. Managed and delivered courses as a lead Incident Command System and Operations Section Chief trainer including, but not limited to, ICS 300, 400, Operations Section Chief training, and several custom trainings developed by request.

Previously functioned as the Community Preparedness Specialist until November 2018: •Served as subject matter expert on inclusive emergency management by identifying or creating best practices, discovering planning gaps, developing tools and trainings, and informing work of other capabilities. •Coordinated with governmental and non-governmental organizations that represent or serve at-risk populations to identify policy considerations, build frameworks, develop capability, and establish relationships with communities. •Created All-Hazards Inclusive Response Framework and associated trainings and response tools.

Fostered grassroots preparedness efforts among citizens, non-governmental organizations and emergency responders to educate and train Americans of all abilities on all-hazard preparedness. In particular, supported the mission of the Federal Emergency Management Agency (FEMA) as well as its Individual and Community Preparedness Division (ICPD) and America's PrepareAthon! campaign, specifically relating to citizen preparedness and community engagement. Operated as the subject matter expert on all matters relating to individual, family, business/organizational and community preparedness and resilience to FEMA Region X.

Managed the implementation of the disaster services program across the region/state including routine home fire response program (average 2 incidents/day) and large-scale disaster response operations. Led and managed a team of local Disaster Program Managers responsible for the implementation of disaster preparedness, response, and recovery programs in their local area. Developed strategic plans, directed work, and implemented overall strategic goals and objectives within the region. Additionally served as a Community Organizations Active in Disasters (COAD) leader and facilitated the development of 3 COADs within Oregon to increase non-governmental response capacity during disasters.

Responsible for the implementation of the disaster services program in an assigned geographic territory. The territory is based on the regional configuration. Leads and manages a primarily volunteer team responsible for the implementation of disaster preparedness, response, and recovery programs in the local area. Ensures the development of Disaster Leadership Volunteers in each of the program support functional areas of the disaster cycle in order to meet the needs of the territory, region, state and division. Operates as a part of the Disaster Management Cycle processes. Responsible for local preparation, response and recovery management as well as management of government partnerships with assigned territory.

Managed fund development, emergency preparedness, disaster response delivery & programs, and community relations in a 16-county district. Evaluated, managed, and developed systems for disaster preparedness and response both internally and within the government and nongovernmental sectors. Served as local agency representative to emergency management partners while providing input on planning and collaboration initiatives. Additionally oversaw the district’s resources, operations, and volunteer staff while serving as operations lead during local disaster responses. While in this role, co-created and chaired the Eastern Idaho Voluntary Organizations Active in Disasters (EIDVOAD) to improve nongovernmental organization’s ability to engage in response and support survivors.
