Develop the cyclic blade pitch control (similar with the technology used in helicopter control) for the ocean current turbine (OCT) to control its attitude and position affected by environmental disturbances. Design constrained control algorithms to stabilize the OCT while also satisfying output variance constraints and minimizing control energy.
