For over twenty-five years, the Coalition has served as a national model for accelerating improvements through the leveraging of individual agency efforts to ultimately benefit the safety, efficiency and productivity of the multimodal transportation system along the east coast. Under Trish’s leadership, the Coalition has embarked on and enhanced initiatives related to transportation system funding alternatives, connected and automated vehicles, freight data and supply chain performance, truck parking, toll violation enforcement reciprocity, coordinated incident management, traveler information services, innovative data sources for operations, planning and performance management and multimodal capacity building initiatives. -
PrincipalConsulting Firm Nov 2014 - Feb 2016Launched the first satellite office for a transportation strategic management firm based in Massachusetts. Key work included a multi-task project for Federal Highway Administration (FHWA) designed to provide Transportation Performance Management (TPM) implementation assistance to State DOTs, MPOs and transit agencies. Deliverables included a Capability Maturity Model, TPM Implementation Guidebook and a TPM readiness assessment. In addition, assisted the Northeast Corridor Infrastructure and Operations Advisory Commission (NECC) staff in identifying and executing feasible adjustments to NECC’s capital planning activities to strengthen the linkage between the corridor’s capital needs and the performance benefits of those investments.

Tasks included: collecting and analyzing twenty years of budgetary, operational and transportation system performance data from fifty states; summarizing current funding allocation practices; developing multimodal statewide performance measures; assessing historical trends in the data; conducting a cluster analysis on state characteristics to identify peer states; and using a multivariate regression to estimate the relationship between state DOT resource allocation patterns and transportation performance measures under various scenarios.
