About Troy Downing
Currently I hold one of the 5 constitutional statewide elected offices for the state of Montana. I was sworn in as the Montana State Auditor in January 2021 for my first 4-year term.As the State Auditor, my statutory duties are to regulate the Securities and Insurance industries for the state. My constitutional duty is as a member of the MT Board of Land Commissioners managing state trust land to generate money to fund public education. In general, we refer to my office as the Commissioner of Securities and Insurance. (CSI) We are primarily a criminal justice agency and have a great team of investigators and prosecutors.Major projects since I have been in office have involved consumer protection, partnership with industry, community outreach, fighting financial fraud against seniors, and education. While wearing my securities hat, we work with underserved and tribal communities on solving problems with financial literacy education. As chair of the American Indian Liaison committee we produced a tool on effective cultural communication and understanding between native and non-native people. I sit on the MCEE board offering financial education to high school students across the state. At CSI, we promote capital formation and try to help Montana business owners, entrepreneurs, and investors find each other and understand the nuances of raising money legally in the state.On the national level, I have chaired/vice chaired/participated in Health and managed care, technology/innovation/cybersecurity, international insurance issues, American Indian and Alaska Native liaison, and senior issues committees (among others).My professional journey involves career fields as disparate as Insurance, Commercial Real Estate, Performing Arts, Aviation, Combat Search and Rescue, Technology, Research, Venture Capital, viticulture, and enology.My early career started as an academic at New York University. I was a student, an IT professional, a Research Scientist, and eventually an instructor. I primarily worked at the Courant Institute of Mathematical Sciences.I left NYU to found a technology company, WebCal which successfully merged with Yahoo!, Inc. in 1998. While an engineer at Yahoo! I was involved in angel financing and early-stage venture funding of Silicon Valley based technology startup companies.Deeply affected by the events of September, 11, 2001, I enlisted in the US Air Force in a Combat Search and Rescue Squadron. I spent over 8 years in the Air Force/Air National Guard and was deployed twice to Afghanistan in support of Operation Enduring Freedom.
