Developed an external cybersecurity strategy and budget to align vision, mission, and organizational direction for the Under Secretary of Defense, Industrial Base Policy, Global Investment, Economic Security (GIES) office. Ensured their critical informational assets, cybersecurity risk, and privacy met or exceeded the various frameworks (NIST, ISO, CIS, etc.) requirements. Developed and implementing comprehensive informational security policies, procedures, and guidelines to align with program initiatives, corporate strategies and business objectives.• Obtained Executive approval of my cybersecurity strategic planning document in less than 90 days (74 days).• The activation or implementation started within my first 90 days: collaborated with stakeholders to align, develop, validate, present, and activate the cybersecurity efforts, the security policies, guidelines, and procedures.• A 10x improvement (60hrs -> 6hrs) when reviewing the DIB security policies: designed a one-off document that allowed all the teams to identify security risks when reviewing the numerous security policies of various companies within the DIB (Defense Industrial Base).• Established metrics and reporting framework to evaluate effectiveness (MOEs) and performance (MOPs) of the program by facilitating stakeholder awareness on risks and recommended actions.

Led and managed US offensive cyber operations for Cyber Command; overseeing 600 personnel and budgets in the multimillion of dollars. Facilitated training for software development, systems exploitation, Command-and-Control (C2), and participation in penetration testing (pen-testing). Served as a trusted advisor to other top military leader in Space Force, as well as advised allied nations related to driving cyber-related initiatives and talent. • Senior Enlisted Leader/Advisor to the first U.S. Space Force Command Chief; and an advisor to the nations of Trinidad & Tobago.• Provided Cybersecurity leadership for National Guardsmen, in securing the 2020 elections and combating fraud in the state of Delaware.• Over twenty years of responsibilities in building cybersecurity organizations / informational security, strategy, cyber risk management, and red / blue / purple teams’ environments or structures.
