In 2008 I was hired (again) by BIMCO, this time to set up a Representative office in Singapore.The position involved two key goals:1) to enhance BIMCO's engagement with regulators in the region, and 2) to expand BIMCO's membership throughout Asia.During this time the number of BIMCO members in Singapore nearly doubled, and BIMCO's engagement with regional maritime authorities was cemented. A crowning moment was completion of the Safe Passage Pamphlet for the Straits of Malacca and Singapore, a project that I steered through the Cooperative Mechanism working closely with representatives of Indonesia, Malaysia and Singapore, with the support of colleagues in BIMCO's Marine department. Of the many Cooperative Mechanism projects, this is the only one so far deemed worthy of a launch ceremony at the United Nations' International Maritime Organization in London.General responsibilities included a wide range of activities such as;> Event management and promotion> Presenting at key Maritime Conferences (including SeaTrade's Sea Asia Conference)> Representation at regulatory forums> Customer support

My arrival in Singapore provided several opportunities to apply my skills as a freelance writer for maritime publications and other clients. This involved creating copy for web-based news and print news, as well as corporate magazines and trade brochures and guidance manuals. Consulting was also provided regarding publication layout and design. During this time I also organised high-level governmental meetings and served as an industry representative at regulatory meetings, producing related reporting for both internal and external use.

In 2007 I was Invited to conduct a study on ship security alert systems (SSASs) and publish a related working paper.This invitation I gladly accepted as I had participated in the development of this international requirement whilst it was debated at the International Maritime Organization in London.SSASs were initially conceived as a means to prevent terrorists from using merchant ships to conduct acts of terrorism. Seafarers had grave reservations regarding the consequences that could ensue if the SSAS was activated, fearing that national security forces might opt to eliminate the threat, with little regard to the safety of innocent persons on board.This changed with the advent of Somali pirates, as seafarers found that the SSAS was an effective means to alert nearby naval forces of ship hijackings.The S. Rajaratnam School of International Studies (RSIS) was established in January 2007 as an autonomous school within the Nanyang Technological University. Known earlier as the Institute of Defence and Strategic Studies when it was established in July 1996, RSIS’ mission is to be a leading research and graduate teaching institution in strategic and international affairs in the Asia Pacific.Amongst other things RSIS conducts policy-relevant research in defence, national security, international relations, strategic studies and diplomacy.

During my first 17 years with BIMCO I progressed from an entry-level 'Assistant Consultant' in 1990 to ultimately head the (maritime) Security and International Affairs department by 2005.During these years I was involved with a wide range of activities. These eventually led to global travel to represent the organisation at conferences, regulatory meetings, shipping events and educational programmes. It was rewarding to engage with regulators in order to ensure that new regulations would be effective without becoming over-burdensome to the shipping industry, and then to assist industry stakeholders to understand the actual scope of such regulations at shipping conferences and courses.With international regulations, it was rewarding to make constructive contributions to:>The Facilitation Convention: amendments that address the handling of stowaways on board merchant ships>The SOLAS Convention ISPS Code: worked closely with industry groups and sympathetic government representatives to ensure that the burden of new maritime security responsibilities would be shared equally between merchant ships and seaports.>IMO/ILO Guidelines on the treatment of seafarers: contributed to an international effort to ensure that the rights of seafarers are respected in the aftermath of maritime casualties. This was complimented by a BIMCO study under my supervision that evaluated the global treatment of seafarers. The results were presented to the IMO/ILO working group.>IMO Guidelines on the prevention of piracy and the investigation of maritime crimes On the publications side, whilst regularly drafting articles for the BIMCO Bulletin, over the years I also compiled and edited the contents of the BIMCO Weekly Ice Report, the BIMCO Freight Tax manual, chapters of Check Before Fixing! and oversaw the content development, design and launch of one of BIMCO's best-selling publications; the ShipMaster's Security Manual.
