About Joseph Tully
As of August 2023, I teach Integrated Science at West Town Academy (alternative high school). It has become the perfect pivot from full-time administration in Adult Education to a more relaxed semi-retirement. I am a passionate and dedicated leader who strives to provide quality and accessible learning opportunities for diverse and underserved populations. As the Associate Dean of Adult Education at City Colleges of Chicago-Wilbur Wright College, I oversaw the management of GED and ESL classes for more than 3,000 students annually, ensuring compliance with state and federal standards and regulations, and fostering a culture of excellence and innovation among staff and faculty.I have extensive skills and knowledge in tutoring, staff development, curriculum design, and program evaluation, which I have applied to enhance the effectiveness and efficiency of the adult education programs and services. I have also coordinated multiple international travel groups for adult learners, exposing them to different cultures and languages, and expanding their horizons and perspectives. I am motivated by the mission of empowering adult learners to achieve their personal, academic, and professional goals, and I am always eager to learn new ways to improve my practice and contribute to the field of adult education.

Adult Education Manager
Manage GED and ESL classes at City Colleges of Chicago
Program Director Adult And Alternative Education
In this position I supported six Adult Education programs with instructional leadership and various other administrative tasks. It was an extremely rewarding activity during my lifetime. I was able to get a window into how things are done throughout the City Colleges of Chicago Adult Education programs. It is my hope that all of the people I was associated with during that year gained value by working with me. I know that I certainly gained value by working with all of them.
Adult Education Manager
Manage GED and ESL classes for City Colleges of Chicago
Adult Educator
Mostly taught ESL, but began teaching mathematics for the GED prep courses at the Teen Parent Center on South Michigan. English Language Learners are highly motivated. When they learn much they treat their teacher well. It is always a joy to meet a former student working somewhere I happen to be or belonging to an organization I belong to, as well. We have a special connection from the experience of learning the US English language and culture together. I feel honored to have known many wonderful English language learners during these years..
Teacher
It was pure joy teaching upper elementary grades (mostly 8th grade and special education) language arts, mathematics, social studies, science, and studentship skills. I served on curriculum committees and disciplinary projects with rewarding and extremely intelligent colleagues over the years. Schools: Brown Elementary, Morton Career Academy, Tyrell Elementary, J. N. Thorp Elementary, Lavizzo Elementary, CPS eyeglass program administrator. I was lucky to have had such rewarding experiences with some of Chicago's great students during these years.
Securities Specialist - Risk Management
This position was quite a solitary one. I programmed IBM 370s in COBOL. I monitored electonic securities for the bank. I balanced the general funds for overnight investments. I audited the vault three times per year. I also was able to participate in fraud investigations. Conclusion: It is usually the employees with the largest salaries who cheat their employers. One rarely sees the lower paid employees harm the company. It was a humbling experience and taught me much about honoring the truth rather than the groupthink of any environment. I liked this position, but really needed to become a teacher in order to fulfill my own sense of self. I left once I was qualified to teach on a full time basis.
Teacher Of English Language Learners
Originally, I came to this organization as a volunteer ESL tutor. I tutored a businessman from Korea in phonics and pronunciation. He was already an excellent reader and writer in English. He had trouble understanding native English speakers. One day his wife asked to join our sessions. Now, I tutored two people in English pronunciation. By September of 1979, I had a class of 16 Koreans taking my pronunciation course that I had developed by then. English language learning for non-native speakers became a passion for me. Eventually, I was paid to teach three nights a week. It was a good part-time position. During this time, I recalled with a sense of yearning that I wished to be a teacher when I was a young boy. I entered De Paul University to further my education because of my experience there. I was lucky to have known such serious students. They showed me what is possible in the area of teaching and learning.
Waiter
I worked for a terrific actress, Masami Saito, at her little storefront restaurant. I had followed my lover to Hollywood. He fancied himself a screenwriter. I needed money, so I applied for this waiter position. I had waited tables at Pheasant Run and Chateau Louise in Illinois. So, it was an easy job for me. She cried when I quit the position to return to Chicago. I was never so touched by a supervisor in my life as I was by Masami. When there was time, she would sit me down at the piano and have me accompany her as she sang arias from Verdi operas. Her talent and warmhearted approach to life set a model for living that I shall always appreciate. I was lucky to have known her.
Mental Health Technician
The title seems more impressive than it sounds. I was just 18 years old when I was hired in this position. Generally, I kept the hospital ward clean and assisted chronically ill schizphrenic patients in their daily routines. My supervisor, Theresa Rohrbacher, had me take on a caseload just like the M.H. Specialists when one of them suddenly resigned. So, I performed tasks that many technicians never had to do. I learned much during that time as the psychiatrist on duty often had me carry out her prescriptions for "behavior modification." I walked away from that experience with a great amount of leadership ability that led to many other terrific experiences throughout my career. You might say that I cut my teeth in this position. It sure was a rewarding position for me.
