As the Career Programs Manager, I led successful initiatives in recruitment, curriculum development, and provided essential support to human resources for optimal talent placement within the Army. I also developed critical tasks for new roles such as Network Systems Engineers (26A), Information Systems Engineers (26B), and Cyberspace Systems Engineers, which later evolved into the Army's Cyber Officer (17A) designation. Out of these new roles, 21 of the 22 critical tasks I proposed were approved by the Commanding General, setting the policy for future curricula across these disciplines. In an effort to foster systems thinking within the Signal Officer’s Corps, I crafted skill-level specific curriculum updates for the basic Signal Branch Officer’s advanced course and the 25D enlisted MOS courses, paving the way for a future-ready cyber workforce.In addition, I conceptualized and executed a novel talent pipeline recruitment and career development strategy known as The College Model. This initiative secured contracts with 12 universities, including Air University, Syracuse, and the University of Maryland Global Campus, to channel talent into the Signal School of Information Technology. Furthermore, I created software to identify and monitor new Cyber Skills vital for the nascent United States Army Cyber Command. I also spearheaded the design and launch of the pioneering Signal Training Network, later renamed the Cyber Training Network, at Fort Eisenhower. This network's infrastructure facilitates real-time communication for training exercises across the base, incorporating diverse technologies such as fiber optics, radio frequency, microwave, ethernet, Bluetooth, broadband Wi-Fi, cellular, and satellite communications, all of which I meticulously calibrated.

In this capacity, I spearheaded the design and integration of a cutting-edge FlyAway package for secure communications, with each package representing an investment of over $200K. This portable communications suite was subsequently adopted by the Commanding General of the 3rd Infantry Division in 2009 as the default communications node to aid coalition forces in Iraq throughout the conflict.Specific Contributions: I was responsible for the design and creation of Fort Stewart's first secure Voice over IP network, which included Hunter Army Airfield, Fort Benning, GA, and several remote locations across the United States. In addition, I developed and implemented the base's inaugural video communications suite (featuring Cisco call managers), and encryption devices capable of supporting up to 1Gig speeds for worldwide voice and video communication over IP for the 3rd Infantry Division. These efforts and contributions were recognized with the awarding of the Meritorious Service Medal.
