Design, manage, and lead multi-party processes to address complex public policy issues across a range of issue areas. Examples of projects include:• Principal Investigator, Apprenticeship Credentialing Project. Lead a team facilitating a five-year process to support apprentices to earn higher education credits and degrees and access financial aid. Process participants include leaders in state agencies, labor unions, business, and nonprofits to develop legislative recommendations. Manage a research subcontract.• Co-Lead, K-12 Pandemic Impacts Project. Co-developed and co-lead a project in partnership with the Washington State Academy of Sciences to assess ongoing Covid-19 pandemic impacts on students, educators, administrators, and parents; make recommendations to the state legislature and others to address these impacts; and share promising practices among educators and administrators.• Facilitator, Puget Sound Energy Beyond Net Zero Carbon Advisory Committee. Co-designed and co-facilitated advisory committee meetings to support PSE’s transition to net zero carbon emissions and beyond in a way that ensures equity and system reliability.

Resilience Collaborative enables communities, organizations, and businesses to adapt and thrive in a changing world through a focus on community resilience, democratic engagement, food systems, and whole systems leadership.• Lead, Washington State K-12 Education Governance Situation Assessment, Ruckelshaus Center, Seattle. Led an assessment to gauge the prospects for a collaborative process to increase the efficacy and responsiveness of the state’s K-12 governance structure in response to a state legislative budget proviso. Supervised the work of and mentored an administrative coordinator.• Advisor, Washington State Coastal Resilience Assessment, Ruckelshaus Center, Seattle. Provided design, expertise, analysis, and writing services in support of an assessment of coastal resilience efforts on the Washington State coast. • Team leader for assessments of democracy, human rights, and governance in Georgia (the country), Kenya, South Sudan, and Tanzania. Led teams composed of four to six people, including at least one PhD subject matter expert, local political expert, U.S. Government analyst, and logistician in carrying out research, analyzing data, and drafting classified reports for the U.S. Agency for International Development to provide analysis and recommendations for policies, strategy, and programming to support democracy, human rights, and good governance. • Supported design of new programs to support communities in Sierra Leone and Guinea to recover from the Ebola crisis and increase their resilience to future crises. Mentored local staff in strategy development and program design.• Drafted two chapters of the Washington State Chapter of the American Planning Association's "Sustainable Infrastructure: A Toolkit for Planners." Also led creation of an illustrative video, "More Resilient Stormwater Systems: Green Stormwater Infrastructure." See links below.
