Managed and directed the execution of all construction activities for the mechanical portion of the Phase III Expansion of the National Enrichment Facility and other associated contracts for a total contract value of over $50MM. The project contained NQA-1, NQA-3, and commercially dedicated NQA-2 items and activities, all performed to an approved NQA-1 program. Limited the number of Non-Conformances to 25% of previous expansions, adjusted to contract value.Performed field engineering, work planning, submittal development, and estimating functions on previous National Enrichment Facility mechanical construction.-Coordinated with client design and field engineering to resolve engineering issues and implement solutions.-Developed and formalized the work planning process for H-Y Tech Mechanical, including all packages for approximately $350MM of mechanical scope, including stainless steel, carbon steel, high purity copper, HDPE, CPVC, fiberglass reinforced plastic, high purity aluminum piping, and other piping systems. Also developed the planning and work packages for HVAC, Civil, Fire Protection, Diesel Generator Fuel Oil systems, and architectural scopes of work. Developed and implemented over 600 total work packages from quality levels NQA-1 to NQA-3, in accordance with an approved 10CFR Appx. B NQA-1 Program.-Coordinated with estimating, project management, quality assurance, and field supervision to identify and procure project materials.-Worked with vendors and subcontractors to develop and process over 1,500 submittals through client engineering, safety, and QA/QC.-Coordinated with project management and field supervision to identify changes in scope, develop estimates, create proposals, and negotiate with the client's Fair-Cost Estimating team.
