Responsible for the state-wide achievement of goals for Red Cross Regions in California. Ensures the disaster cycle (preparedness, response, and recovery) functions are performed within the state. Revamped standard operating procedures to meet revised recruiting guidelines and policies. Prepared weekly Situational Reports detailing current operational status, quality assurance metrics, and welfare of recruits awaiting training. Supervised, tracked and processed through a web based Recruiting Information Management System the accession of over 20,000 recruits to basic training resulting in meeting 100% of mission goals. Coordinated across three recruiting districts and recruit training staffs for the annual recruiting operation plan for monthly contracting mission attainment, weekly recruit shipping, starting percentage of recruits awaiting training, and transportation requirements. Developed training and assist command visits to analyze recruiting stations negative trends affecting monthly contracting missions, implement effective training, tactics and procedures, and determine effective support to continue making monthly contracting missions across the Western Region. Developed and managed multiple operating budgets totaling $1 million and established quarterly reviews to analyze financial fundamentals ensuring fiscal constraints met operational demands.

Supervised daily logistical requirements across seven divisions assuring common understanding and execution for 70 annual operational exercises. Supervised 20 subordinate managers in areas of transportation, strategic operational planning, engineering and facilities to perform as a cohesive unit. Managed supply inventories for equipment repair parts and supply rations through the Supply Chain Management IT system in support of deployed personnel increasing unit readiness by 95%. Mitigated foreign vendor supply shortfalls through precision management of a complex distribution and inventory planning model. Managed ordering, transportation, distribution, and pre-position of ammunition to support forward operating units across the Pacific region. Developed and managed multiple $15 million operational budgets for bilateral exercises with foreign militaries. Advised and provided detailed planning, logistical, and operational support to over 20,000 U.S. military forces conducting annual training in Thailand for 80 bilateral exercises between U.S. and Royal Thai Military forces. Managed six subordinate supervisors in U.S. and Thai military polices. Implemented long-term strategic funding and capacity building initiatives. Monitored Thai military equipment acquisition process. Enhanced U.S. and Thai military long-term relationship building by proactive partnership engagement.Acted as military advisor to the U.S Ambassador of Thailand and the embassy principal staff for the military exercise program. Revamped the Operations Division policies and procedures relating to deployed U.S. military forces operations, logistical support requirements and streamlining internal processes which led to increased process efficiency.

Developed and implemented 22 civilian community construction projects and primary medical care facilities in the Republic of the Philippines worth $500,000 which were completed on budget, met completion timelines, and were within local Philippine compliances. Hand-picked to plan, schedule, and provide logistic support for daily operations for a multilateral military training exercise in Thailand supporting 30 military aircrafts, 300 equipment pieces, and 1,500 personnel. Developed and executed transportation nodes for air, ground, and sea for two exercises in Thailand and South Korea to support the deployment of 650 pieces of equipment and 2,00 personnel resulting in meeting 100% of customers’ delivery schedules. Planned transportation requirements of repair parts for both ground and aircraft equipment from Okinawa in support of the exercises. Managed supply inventories for vehicle repair parts, supply rations, and engineer parts through the Logistics Chain Management IT system in support of deployed personnel resulting in above standard fulfillment rates. Supervised and planned the ordering, transportation, distribution, and pre-position of ammunition to support forward operating units across the Pacific. Supported the deployment of over 10K pieces of repair parts throughout the Pacific region which ensured forward deployed troops equipment readiness was 95% or higher.
