This project involved the deployment of Video Time Record (VTR) process. The data collection teams used video to record the office activities of 412 letter carriers at 103 delivery units at 18 locations randomly selected nation wide. Using sound Industrial Engineering principles the city letter carriers activities were divided into discrete elements. Each element (timestamp) included a description and well defined start and stop points. A team of video analysts deploying the Video Time Record (VTR) process, analyzed the activities using the defined timestamps to document the elements.
