I served as an extension of the Commandant of the Marine Corps as leader to a jurisdictional pool of twenty experts to assist reporting units in their efforts to accurately report and retrieve personnel, pay and allowances, table of organization, staffing goal information using various automated manpower information systems. I provided overall supervision Manpower allocation, and disseminated all automated orders in my Jurisdiction. I analyzed manpower, pay, and allowance data leveraged it into intelligible charts and graph and briefs seniors; reviewed manpower staffing and identified deficiencies in personnel and financial forecasts. I coordinated with units, headquarters and finance/disbursing personnel to resolve reporting problems, identify measure for data correction and identified systems deficiencies. I was the intermediate level of control, quality, and security for all data submitted by Marine Corps Units, Housing Offices, Disbursing and/ Finance Officers, and Manpower/G-1 elements stationed at Camp Pendleton Ca to the CMC (MI) and the Defense Finance and Accounting Service (DFAS). I was the security manager and database manager for MCTFS applications and databases. I performed diary collection, unit diary system upgrades, personnel databases and reported vulnerabilities to DISA, DFAS, and MISSA. I performed security testing and evaluation, certification and accreditation and penetration testing of all Class I and II applications and databases. I provided onsite and classroom instruction the systems of MCTFS, ODSE, IATS, DTS, SABRS, NSPS and adhoc report retrieval IBM Cognos for ODSE, IATS, and NSPS customers abreast on reporting/processing problems, system mods, software releases, procedural changes and changes to federal pay regulation and public laws.

During the period of 2003 – 2005 I was assigned by the CMC to the Total Force Administration Team (TFAS) comprised of 20 experts in the fields of Administration, Disbursing, Finance and Accounting, and Training and Education. The TFAS cross-functional team was tasked with re-engineering separate administrative functional tasks into complete cross-functional processes. After each process was decomposed into activities, we measured modeled, and improved the efficiency for mission support and reduced cost and validated adherence to regulations of the process owner and public law. The team would then draft policy changes and submit to the process owner. I worked with the entire group in support of process re-engineering, but I was also tasked as lead Subject Matter Expert in charge of technology solutions. I worked closely with commercial IT and consultant contractors in developing many automated solutions that reduced man years or dissolved a process through self-service support. For 2 years, I was the a part of three teams that provided the information to the programmers who were responsible for producing the prototypes for the Marine Online System (MOL), automated Unit Diary Feedback, automated promotion warrant system and many other Class I systems. MOL is now the Class I front end user interface for the Marine Corps’ HR system. During this period I gained considerable, data transformation from one system/database to another, data modeling, application architecture, and development of graphic user interface.
