I drive the adoption of data and analytics (D&A) in the Social Sector, by:• Developing sectoral data strategies, to energise the pace of D&A adoption.• Writing the sector’s first comprehensive set of data security and personal data protection policies.• Championing the appropriate use of data through the adoption of data best practices, particularly in personal data protection and ethical data use.• Drawing in sectoral partners to co-create data exchange opportunities.• Accelerating competency development in tandem with agencies such as SNDGO, NCSS, PDPC, and IMDA.I support our Ministry‘s stakeholders in building a secured, data-friendly Social Sector, by:• Driving data governance policy development, to support the proper conduct of data relationships with non-Government entities. • Providing secretariat support to key Ministry-wide data conferences, meetings, and engagement platforms, and tracking of key data performance indicators. • Hosting data literacy training workshops and collaborating with business units dealing with personal data to promote thoughtful and ethical data use.

Led a team of transformation specialists to design and drive data and service transformation interventions, particularly in cultivating data-informed decision making at the Departmental Management-level. Interventions include re-platforming to cloud-based data warehouses. Our one-year blitz plans transformed >80% decision-making processes and improved the consumption of statistics by >96%. Drove data transformation master plan: We achieved the short-term aim of a 100% improvement in data literacy within a year and the team is now on track to achieve its longer-term objective of developing in-house predictive analytics capabilities and continue re-platforming our technical infrastructures. Interventions include designing and driving blitz plans to shift reliance away from supervised data recording and referencing, towards centrally curated data visualisation suites to aid quick data-informed inquiry with >90% repeatability and reliability. I also led the push away from the reliance on a queue-based statistics request model to a self-service, empowered consumption model by proselytising the use of accessible, user-friendly statistics widgets. I designed and build from scratch self-service data inquiry tools (using open-source languages e.g. Python, R (Shiny) and VBA) and data viz suites on Tableau. My data inquiry tools reduced ad-hoc requests by >95% since Apr 2020. To free our business up from repetitive, value-depreciating work, I led a team of business transformation managers to introduce interventions such as AI-powered Virtual Assistant, and drive the adoption of new capabilities through strategic purchasing of on-premise products and on-cloud services.We also study deeply into the daily work processes of our frontlines and I led business process re-design projects and subsequently the design and development of robotic process automation workflows and capabilities to simplify and automate highly repetitive, inefficient routines.

Part of a trail blazing team to lead the pioneering personalised communications outfit into a data-informed expert agency in seniors' affairs. A leader in PGO's strategic planning efforts.Developed a comprehensive social data collection tool – Singapore Government’s only population-wide data collection tool. The tool is used daily around the year in over a million touchpoints with senior citizens across Singapore. Designed and drove multiple intra-Government service delivery experiments. I led a team from PGO/AIC to work with Ministry of Health (MOH) in a successful Community Outreach Pilot for ElderShield, to test the viability of house visits to vulnerable seniors to detect needs and uncover gaps. The study led to streamlining of service delivery.We worked with the Ministry of Finance (MOF) to test citizen engagement models amongst seniors. Tests led to a model of personalised house visit and with near 100% success rates.We worked with the Ministry of National Development (MND) in various collaborations that looked into service enhancements for ageing in-place programmes and schemes, esp. in older HDB estates.We worked with the Ministry of Manpower (MOM) and Central Provident Fund Board (CPFB) to test frontline cross-deployment models at CPF Service Centres to help senior citizens with questions on Government schemes. The model later led to larger experimentations with integrated public service centres.
