About Ubaid Ullah Chaudhry

With an understanding of political education, I started my development career with Aurat Foundation in 1993, where I worked on different project related to Political Education for ten years. I have 30 years of progressive experience of working with international and national organizations. I am well versed on development issues in Pakistan and with impeccable understanding of the working and reporting for international donors and an extensive experience of the operational strength and limitations of local civil society organizations, especially in the areas of Election, Energy, Gender, Capacity Building, Good Governance and Human Rights.

Over 9000 Local Government representative from KP trained on New LG Laws, Budget and Planning. Developed course for Not for Profit Organization (NPO) comprised of 11 one-day modules now these courses are conducted in total of 32 university academicians, through PHD’s 2 leading universities of Pakistan i.e. CIIT and IoBM. So far, through 23 courses 445 Senior Managers and Board Members from 187 civil society organizations have been trained.

    Islamabad, Pakistan – National Social Audit of governance and delivery of public services 2002 to 2007 (CIET and NRB) Provided advocacy advice on social issues with the Planning Commission and the National Reconstruction Bureau through evidence-based information from national social audits 2002 and 2004. Designed, developed and implemented a Social Audit of governance and delivery of public services through 129 researchers (half of them female’s researchers) in all districts of Punjab. Formed and managed working groups on key issues that included: health, education, economic development and political participation. Islamabad, Pakistan – Districts social audits on Preventive child health care 2006, Sialkot and Khanewal (CIET and NRB) Aim of the districts social audit was to help district government to plan and implement public services tailored to the need of their peoples. In 2005 Designed, conducted, analyse and reported (team lead) social audit study on Preventive child health in district Sialkot and Khanewal. Finding of the study was shared with elected district government and relevant departments, DCO, EDO revenue and Planning, EDO health. Islamabad, Pakistan – Social Audit of Violence against Women’s 2003 to 2005 (CIET and Ministry of Women’s Development) The Social (and Gender) Audit of Abuse against Women was commissioned by the Ministry of Women Development as the first landmark study to assess the extent of violence against women. Developed a data collection instrument and field procedures for the research. Developed and administered a selection process for university students and trained them for the field research. Managed safety mechanisms for the 129 female and male researchers. Prepared a recommendation paper on ‘violence against women’ which was shared with women’s organizations for wider advocacy through partners.

    Managed Political Education Program (PEP) funded by (HBF Germany) to educate community leaders for greater participation of the public in politics and to promote democracy. The program also included education on human rights, gender and women’s rights. Contributed in developing the course content, identification of appropriate resource person, bringing educators on board and conducting 5 national level and several regional and district level interactive seminars for 150 participants. A team of 2 participants was asked to organized study circles in their regions. Informed citizens then started raising their voice on different issues related to common people. This lead towards organizing citizens group in the name of Citizens’ action Committees (CAC’s) in 15 districts of Punjab. Through a mix of knowledge and skill capacity building approach, 20-25 members from each CAC’s were trained through formal training program. Informed, trained and organized citizens then became the main contributors in the pro-women policies and legislative reforms which included: 33% quota of women in all elected tiers, registration of women workers in the national census and laws related to women evidence and, consent marriages etc. Citizens’ Campaign for Women Representation (CCWR) 2000 to 2002 Designed and implemented campaign for the representation of women in the 2001 local government election. Due to 33% reserved quota for women, the challenge was filling the women seats for main streaming of women in the politics. Through CAC’s, network and partner organizations lead a massive campaign from registration of women as citizen and voter and to file their nomination for the local government elections. The campaign succeeded in achieving around 90% of the set target.
