Also developed a range of new recycling processing systems with a focus on developing products with a local market.

Principal Officer Environmental ManagementWestern Isles Council Jan 1999 - Jan 2005Development of long term waste disposal and recycling solutions within the Western Isles to enable the Council to meet its obligations under the EC Landfill Directive. The main areas of responsibility were:Waste Strategy Responsible for producing the Council's Waste Strategy Implementation Plan to meet the Area Waste Plan. Completed successful funding bid requiring 18 months of negotiation to the Scottish Executive for the funding to implement the Council's waste strategy (£25.4M) and subsequently given responsibility for its implementation. Given the role of leading on the implementation of the project and taking it from concept to contract start by March 2005 including responsibility for all contract documentation. Appointed as project manager for the £10M project to construct the two new waste plants required as part of the delivery of the plan. Waste DisposalResponsibility for existing waste management facilities such as landfill sites and the consequent infrastructure development, PPP licence applications (with consultants) etc. As a consequence was required to develop close links with SEPA as the regulatory body.RecyclingResponsible for the construction of the first recyclate processing facility in the island at a cost of £180K (receiving part funding from Europe). Innovations included processing of glass to a product for use in decorative applications, processing paper to animal bedding and the design and purchase of a mobile car baler (£110K also part European funded) which gives a permanently island based solution to the problem of derelict vehicles.Community EnvironmentalResponsible for the planning, development, implementation and operation of an environmental improvement grant scheme to enable communities to undertake environmental improvement works in their area. -
