IHE is an international research organisation in health economics, with main activities in economic evaluation, analysis in reimbursement of pharmaceuticals and health policy.

* Main activities and responsibilities Responsible for the development and application of economic evaluation methods in health care, with particular regard to the introduction and utilization of medical technologies. Has published about 200 articles and reports in health economics and economics of transport safety. Dr Persson was one of the pioneers in the EurpQol group who developed the instrument EQ-5D for measuring utilities for estimating the benefit of new medical technologies. The EQ-5D is now one of the most used utility measurements for Health Technology Assessment (HTA) organisations around the world. He has developed methods for the appraisal, regulation and control of food born diseases, e.g. the cost-effectiveness of prevention of poultry-borne salmonellas. Commissioned by the Department of finance in Sweden he conducted analyses on the profitability of preventive measures in the Health Service and the Traffic sector in Sweden.

Transport Economic Research * Main activities and responsibilities Dr Persson has developed a new model for the regulation and assessment of new Traffic Safety Measures and Cost- Effectiveness appraisal. This work was commissioned by the National Swedish Transport Research Board (KFB) and the National Swedish Road Administration (NSRA). Dr Persson was responsible for a research team of 6-7 people who conducted three empirical research programs in order to estimate methods for valuing risk reductions in the road transport sector. Results from these studies provided estimates of the value of a statistival life and injuries and they are used in the regulation of traffic safety in Sweden. For example, the investment of all new roads has to undergo an economic evaluation where the benefit of safety is valued based on results from these studies. He has also developed models for economic analysis of accidents during the transportation of dangerous materials, such as ammonia and petrol. Results are used by the Swedish road and train regulatory authorities in the regulation of dangerous transportation and in the appraisal of new safety measures. He has also been involved in research for developing new methods for appraisal of safety regulations in general, e.g. Health-Health Analysis - An Alternative Method for Economic Appraisal of Health Policy and Safety Regulation - Some Swedish Estimates. - Maintaining contact with existing clients as well as making new contacts through participation in network meetings, making presentations at relevant conferences, etc.
