Norad And U.S. Northern Command
Corporate counsel to the Commander and senior leadership at NORAD and NORTHCOM on legal aspects of disaster relief operations, support to civilian agencies, counter narcotics operations, intelligence oversight and information sharing. Assessed regulatory schemes, laws and rules and their impact on operations in the Command and provided timely guidance how the Command should best comply to adhere to the law while avoiding adverse publicity or scrutiny from higher Commands. Helped build coalitions and partnerships between state, local, tribal, and Federal government agencies and with non-governmental organizations in the U.S. and throughout the world.Developed recommendations to implement U.S. policy to assist partner nations in addressing internal security and disaster recovery operations. Routinely coordinated with other governmental agencies, non-governmental organizations, and local governments to achieve the Command’s goals and missions across the full spectrum of operations in Northern Command. Drafted, reviewed and implemented legal documents that memorialized agreements, terms of reference, support offers, and memoranda of understanding between coalition partners, non-government agencies and other governments and government agencies.Reviewed contract bids and proposals, provided acquisition guidance and procurement compliance. Command ethics advisor. Ensured compliance with Federal laws and regulation governing the daily conduct of business operations and the personal conduct of select personnel. Provided legal oversight and review for international and local military justice matters. Negotiated with partner nations for the disposition of cases involving U.S. and foreign personnel. Routinely coordinated with senior leadership on the proper and efficient disposition of allegations to minimize disruptions, enhance continuity and maintain synergy in on-going operations.
