Provided advice and counsel on a wide-range of legal issues, including: facilities management, health-care law, contracting and procurement, advertising and public relations, FOIA, EPA, intelligence oversight, military justice, ethics, labor law and enforcement, fiscal compliance, and investigations. Reviewed all pleadings, motions, briefs, stipulations, affidavits and other legal documents. Represented the Center in settlements and negotiations.

General Counsel to the Director and his staff for oversight of all U.S. Army covert and clandestine special operations. Advised on wide-range of legal issues and concerns, such as: intelligence oversight, operational authorities, specialized contracting and procurement, fiscal oversight, FOIA, military justice and command and Inspector General investigations. Responsible for the administration of criminal justice for 50,000 person command at Fort Bragg and four other U.S. installations. Fort Bragg is a 150,000 acre community of mixed jurisdictions straddling two Federal districts and has a full time resident population of over 50,000. Supervised seven trial counsels and over 50 paralegals, support staff and court reporters. Supervised and managed the processing of over 1000 criminal investigations and actions per year with nearly 200 cased tried per year, including capital cases. Developed and implemented advocacy improvement programs.
