Developed an innovative state-of-the-art governance executive system to assist the President of Uruguay. Designed and implemented a Presidential Decision Room together with Prof. Stafford Beer. Interacted with the President of Uruguay, Secretaries of State, Majors, Corporate Boards and executives of all Public Utilities Companies to elicit their decision-making models, design the system, share information, provide ongoing training and gain support for the use of a top multilevel Executive Information System and Performance Dashboard that helps top officers, executives and teams to work together. Successfully implemented a dynamic multilevel environment (URUCIB) for making national sensitive decisions and communicating complex governance issues. Reduced the time needed to monitor and assess performance, obtain critical information for supporting decision-making and crisis management by 50%. Negotiated several International Technology Transfer Agreements with other Latin American countries.
