Under the direction of the General Director of the Haiti Seaport Authorities, responsible for developing, overseeing, coordinating, directing, implementing and leading a comprehensive and integrated Port/Maritime development reform in partnership with organizational and regional and international stakeholders. Ensure organizational wide compliance with Port, local, international regulations, mandates and policies regarding Port/Seaport security and related strategies, tactics and plans. Develops and implements program, which emphasize prevention, readiness, response, recovery and business continuity in its planning, execution and monitoring phases; and in its overall program management. Also coordinates and directs the work of teams engaged in developing, testing, evaluating and implementing small- and large-scale programs or projects; and plans, measures, evaluates and monitors program performance against stated project goals and objectives to ensure optimum program results and impacts. Responsibilities also include developing, implementing, testing and updating infrastructures, technology and Business Continuity plans and procedures for the Port also preparation for and in response to emergencies and disasters; and leading efforts to build overall program support and participation among internal and external stakeholders. Performs related duties as assigned.

Major Responsibilities and Duties:* Review project scope and assist in developing project budgets.* Coordinate architect, engineer, and construction consultant selection according to Project scope.* Write requests for qualification and requests for proposals. * Review and negotiate professional services contracts. * Develop and communicate facility design guidelines and outline specifications to insure project compliance.* Conduct regular reviews of schematic design drawings, design development drawings and construction documents.* Develop timelines and critical path scheduling, including phasing to facilitate ongoing activities.* Review proposals and assist with ranking according to established criteria.* Review contracts and agreement documents. * Review insurance certificates and insure compliance with local law.* Coordinate pre-construction planning with design team, contractors and Client.* Attend construction job site meetings and communicate progress reports.* Oversee on-site construction observations and document progress.* Provide periodic construction progress reports for administration and Board of Trustees.* Review payment applications and change order requests and present recommendations.* Verify architect’s recommendation for substantial completion and submit to the Superintendent.* Coordinate walk-through inspections for administration and Board of Trustees.* Assist in development of punch lists and oversee successful completion.* Coordinate training of building users and maintenance staff on use of building systems.* Coordinate project completion, collection of close-out documents, and processing final payments.* Develop training programs for construction department staff.
