As a Human Resource Specialist for DTRA, I provide advice and assistance to employees and managers at all levels of the organization on issues pertaining to training and human resource development. Duties include; working with managers throughout the Agency to identify and satisfy current training needs; managing the DTRA Mentoring Program; developing training and human resource development policy and procedures; providing career counseling to civilian employees; coordinate and manage on-site training for the Agency; providing advice and assistance on the Agency Learning Management System; reviewing training requests for compliance with applicable directives and to ensure cost-effectiveness and mission relatedness; estimating program costs for inclusion in the annual training budget; monitoring expenditure of funds to ensure compliance with the annual training budget and bottom line balances.

As a Human Resources Specialist for the Military Traffic Management Command (MTMC), I served as program manager for HR Development at the Command and subordinate organizations worldwide. Duties included formulating program policies, initiatives and regulatory requirements; provided input to strategic planning efforts; collaborated with and provided guidance to senior managers on program policies and procedures; and advising employees on all areas of training and development. I developed, coordinated and administered training programs responsive to the needs and goals of the command and Department of the Army. Examples included establishment of the Professional Writing Program which required me to conduct vendor negotiations and meet extensively with management to tailor the program to meet Command needs; and formulation/implementation of the Career Management and Transitioning Program which provided comprehensive seminars for our employees transitioning in to the private sector. I served as the MTMC representative on the Army Training and Leader Development Study Team, providing input for the development of our 21st century civilian leaders. I reviewed long-term training applications for the Defense Leadership and Management Program (DLAMP) and the Sustaining Base Leadership Management (SBLM) course for completeness IAW Department of the Army guidance. I worked closely with OPM in obtaining and filling quotas for the Federal Executive Institute (FEI). I reviewed local MTMC, Army, OPM and other regulatory guidance on programs, making recommendations/comments to strengthen the overall MTMC program. I oversaw the Government-Wide Purchase Card Program for the MTMC training program.

Guided and advised the Civilian Personnel Advisory Centers (CPAC) and employees of our serviced activities on all training and development matters. Provided the CPACs with periodic feedback on their civilian employees' training history, analyzed their training needs survey, and provided advice and assistance on their local programs. Independently planned, managed, and evaluated regional training programs for the ANCR such as Leadership Education and Development (LEAD), Intern Leadership Development (ILDC) and Think SES workshops. Developed and executed a comprehensive training plan to train CPOC and CPAC staffs on the new Modern Defense Civilian Personnel Data System (MDCPDS) and as a result, receiving the Administrative Assistant's Meritorious Service Award.
