Leads the Bipartisan Infrastructure Law Program Office to ensure the delivery of the Infrastructure Investment and Jobs Act, most commonly known as the Bipartisan Infrastructure Law within the Federal Emergency Managment Agency (FEMA).Responsible for the delivery of the $6.8 billion in the once-in-a-generation BIL/IIJA.Coordinates closely wirh the Executive Office of the President and OMB.

Led a team of 5 to the support all pre-award grant activities processes throughout all the grant programs of FEMA.Reorganized the Branch into a portfolio manager structure to improve efficiency and accountability on processing pre-award actions.Liaison between FEMA and the Department of Homeland Security (DHS) on all Requests for Information (RFIs)

Provided subject matter expertise, advice and recommendations, guidance, and interpretation of laws, regulations, and policies that govern the Public Assistance (PA) program laws, regulations, and policies specifically for my fields of expertise – Section 428 Alternative Procedures, Debris, Consensus-Based Codes, Specifications and Standards.Directed, managed, and developed large, high profile national level policy projects, guidance and pilots by project managing from draft to analyzing and presenting quantitative/qualitative information.Reviewed, analyzed, and commented on legislative and regulatory proposals, policies on COVID-19 and directives on the pandemic developed by other components of the FEMA Agency, the Department of Homeland Security, and other Federal Agencies such as the CDC and entities impacting the Component to ensure uniformity and conformance at an enterprise level with grants management laws, regulations, and policies within Public Assistance.Assessed existing Public Assistance program policies and created project plans and performance standards to address effectiveness requirements and evaluate performance, identified potential problem/risk areas, trends, signification program accomplishments, merit and deficiency situations, areas of imbalances or other similar factors with associated created metrics to evaluate the intended outcomes of the specific Public Assistance program and Policy.Deployed to multiple high-level disasters to assist with Public Assistance policy related questions and to assist with drafting disaster-specific policies.

Performing qualitative and quantitative analysis on various PA policies and programs using raw data pulled out of Grants Manager, Subject Matter expertise in the field/Regions, and survey/working group data.Performed comprehensive research on various PA programs (428 & STEP).Identified actual or potential problem areas with the 428 debris and permanent work pilot for future study/analysis.Performed trend analysis on progress of PA recovery on historical disasters to identify accomplishments and deficiency/imbalances in the implementation of the program and policy.Identified trends, significant program accomplishments with the 428 debris and permanent work pilot.Developed data visualizations (infographics, graphs, charts, tables), PowerPoint presentations, & one-pagers.Identified functional, business, and technical requirements within the 428 Alternative Debris program to improve how data was collected in Grants Manager.
