Le Fonds Belval est un établissement public créé par la loi du 25 juillet 2002 pour la réalisation de la Cité des Sciences, de la Recherche et de l’Innovation à Belval. Il assume le rôle de maître d’ouvrage pour la construction des équipements de l’Etat sur la friche industrielle de Belval. Par ailleurs, le Fonds Belval peut également être chargé par un tiers, aux frais de ce dernier, de la réalisation d'infrastructures sur le site.Le Fonds Belval a pour mission de développer des projets de construction depuis l’établissement du programme de construction jusqu'à la mise en service des ouvrages.

Composed of governmental experts from Council of Europe member states, the Committee focus on matters of local and regional authority finance and public services. Following earlier CDLR work on these topics by the former LR-GR and LR-FL committees, including major recommendations on financial resources, and budget management at local level as well as on and local public services, the most recent activities carried out notably comprise reports on public-private partnerships (PPP), the degree of conformity of member states’ policy and practice with Council of Europe standards for local finances and European practices for the funding of new competences of local authorities.
