VWhite Proposal Group provides consulting services to U.S. Government contractors in proposal development and proposal process training. We have two primary goals: 1) Enable small and large businesses to win new contracts through compliant, persuasive, and professional-level proposals; and 2) Help small businesses move to the next level by establishing and training on comprehensive proposal processes.

Led, managed, and developed proposal operations. Managed U.S. federal proposals valued in the hundreds of millions of dollars. Implemented, refined, and trained on rigorous proposal processes. Analyzed opportunities to recommend bid decisions. Revenue grew by more than 900% (FY2021 projected revenue, when I left the company) and employee headcount by 700% (excluding a ~400-person contract that operates under a populated joint venture). Won 2014 HX5 President’s Award.

Managed a proposal department for a $2B per year federal contractor. Supervised corporate proposal managers and writers, including training, assignments, and evaluations. Provided RFP evaluation, capture planning support, writing, and other expertise to enable Jacobs to grow and diversify its business base. Won 2011 Jacobs Technology/TYBRIN Group HQ Project Manager of the Year Award.

Managed the Proposals department, including overseeing initiation, development, and completion of responses to Requests for Proposals (RFP), Requests for Quotes (RFQ), Requests for Information (RFI), and other customer requests regarding company capabilities. Administered SharePoint for use as Virtual War Room. Coordinated update to Style Guide and added sections on writing Executive Summaries, serving as a subject matter expert/writer, and on word usage.

Oversaw initiation, development, and completion of responses to RFPs. Provided RFP evaluation, writing, and other expertise to enable company to grow and diversify its business base. Analyzed new opportunities and made “bid/no bid” recommendations to executive leadership. Prepared Proposal Management Plan, generated outlines and storyboards, and edited proposal for sales effectiveness, accuracy, and quality.

Began proposal career in CSC's Health Plan Solutions, supporting proposal development of software products for commercial customers. Oversaw proposals process, including RFP study and response strategy (with opportunity pursuit team), assignment of tasks and deadlines, writing and editing, and distribution to clients. Then, moved to CSC's Federal Sector, primarily supporting Governmentwide Acquisition Contracts (GWAC) proposals. Developed responses and/or past performance to RFPs/Information/Comments—writing, editing, reviewing, ensuring compliance—to several U.S. agencies, including Department of Defense, Department of Labor, Environmental Protection Agency, National Oceanic and Atmospheric Administration, Federal Retirement Thrift Investment Board, Pension Benefit Guaranty Corporation, and U.S. Geological Survey.
