Responsibilities included:Development and implementation of the marketing strategy of the agency in the area of promotion of medical goods and health services on the Internet.Key Achievements:Over 30 PPC projects were implemented, which increased clients' goods and services sales by 30 to 300+ percent, totaling more than 3 million USD. The agency became one of the first Facebook Partners in Ukraine and reaffirmed its status as a Premier Google Partner

Responsibilities included:Analysis of performance indicators of the pharmaceutical industry of Ukraine, assessment of indicators of financial and economic stability of the industry in terms of attracting investments. Research of marketing niches, management of product portfolios, territorial optimization of pharmaceutical representative offices. Participation as an expert for the Parliamentary Committee on Social Security and Health Policy, as well as Ministry of Health in the development of certain aspects of state social security policy and reform of the healthcare and pharmaceutical sectors in Ukraine (regulations and standards development, pricing on medicines regulation, reimbursement systems creation in Ukraine etc.).Key Achievements:A series of analytical reports, justifications, and feasibility studies were prepared for the Parliament, the Cabinet of Ministers, the Ministry of Social Policy, the Ministry of Health, and the pharmaceutical business on specific issues related to healthcare reform and the development of pharmaceutical sector policy in the social context of Ukraine. The methodology for assessing the financial and economic performance of Ukraine's pharmaceutical industry was approved as an internal company standard. Several ad hoc projects were implemented to optimize the activities of foreign and domestic pharmaceutical companies in the Ukrainian market.

Responsibilities included:Consulting on the wide spectrum of Ukrainian healthcare and pharmaceutical sector issues for different stakeholders. Public policy, political decisions and legislation analysis. Feasibility studies in the mentioned areas. Served as an expert for the Ministry of Health’s and other working groups on health care system and pharmaceutical sector reform.Key Achievements:A number of analytical reports, overviews, backgrounds and feasibility studies were prepared for Administration of the President, Parliament, Cabinet of Ministers, Ministry of Health and pharmaceutical business of Ukraine.

Analysis of the health care system and pharmaceutical industry’s influence on economic growth. Preparation of needed backgrounds and feasibility studies for development of new and improvement existing legislative acts / political decision making on the development of new Presidential / Governmental programs and projects. Governmental program and project administration and management. Top-line marketing data analytics. Preparation of public statements and speeches for senior executives of Ukraine on pharmaceutical issues and related areas.Key achievements:Administered the Pilot project on State price regulation on medicines for people with hypertension in 2012-2014 with total budget $40 M. During the Project 8M of people with hypertension and 20K pharmacies were covered; more than 40% of patients had been receiving a constant medicines treatment during the project; prices for antihypertensive medicines fell by 18%, consumption increased by 36,5% in volumes (up to 800M defined daily doses), and by 24% in values (up to $125 M); basics for reimbursement and reference pricing systems were created in Ukraine. Drafted regulatory acts for Governmental program on import substitution (2011-2013). As the result domestic manufacturers market share increased from 26% to 32% in values and from 56% to 69% in volumes; more than $300M were invested into the pharmaceutical sector; 9 joint projects with global pharmaceutical companies were launched in the sector.

Responsibilities included:Data Analytics in areas of economic, social and financial crises/development; demography; labour forces / markets functioning; regional development, regional innovation systems development (the World Bank, OECD, IMF, WHO, BLS, NBER and other international informational sources and data bases). Public policy and regulatory mechanisms analysis in the mentioned areas. Coordination of the Division activities. Division’s scientific reports preparation. Chapters of my Ph.D. thesis and scientific publications preparation.Key achievements:Results of my research regarding anti-crisis indicators in different countries were included into the Institute and the Division’s scientific reports and publications in 2010-2011. I have prepared 2 chapters of my dissertation, 3 scientific articles for academic journals.

Prepared background materials and conducted a feasibility study for the new State Strategy for Regional Development, aimed at improving existing legislative acts in these areas and initiating labor market reforms.Key achievements:The adoption of new State Strategy for Regional Development aimed to promote balanced regional growth, reduce disparities, and enhance competitiveness. The strategy encouraged decentralized decision-making and greater involvement of local authorities. Labor market reforms were introduced to improve employment services, enhance labor mobility, and support unemployed individuals through training programs. Amendments were made to labor laws to align with EU standards and promote fair working conditions.

Responsibilities included:Administered the State Regional Development Program with total budget $220M, which covered 27 regions, more than 1000 locations. Prepared legislation drafts, regulatory acts and agreements between regions and government on regional development. Conducted feasibility studies for regional development programs/projects. Developed budgets for regional development programs/projects.Key achievements:96,5% of the Program funding was effectively used in accordance with Audit Chamber of Ukraine report; more than 50% of schools, hospitals, and other infrastructure units had been put into operation by the end of the 2007. Drafted the Concept for Regional Development as the basis for further Administrative and Regional development reforms in Ukraine.

Responsibilities included:Prepared backgrounds and conducted feasibility studies for development of new and improvement of existing legislative acts on regional development. Prepared analytical notes on the issues of geo-information systems / national and regional innovation systems / innovation clusters development / regional development best practices in Ukraine and abroad. Supported the World Bank's and other international projects on communication among VPMU, Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Regional Development, national and regional authorities and other stakeholders. Scheduled the VPMU activity and supported Protocol events.Key achievements:A number of reports, notes, and draft of legislative acts of the Cabinet of Ministers of Ukraine on regional development were prepared. As the result, the Ministry of Regional Development and Construction of Ukraine was created, the State Regional Development Program was approved by the Government.

Responsibilities included:Collected and analyzed data in social, demographic, medical, and pharmaceutical sectors in Ukraine. Researched regulatory mechanisms and their implementation in these areas of public policy in both developed and developing countries. Conducted feasibility studies and prepared background analyses as a basis for developing new and improving existing legislation. Developed, administered, and managed programs and projects, including the State Program for Medicine Provision (2004-2010). Maintained liaison with the VPMU, National Academy of Sciences, Ministry of Health, Ministry of Social Policy, Ministry of Culture, other central authorities, and leading Ukrainian universities. Coordinated the VPMU’s schedule and supported protocol events.Key achievements:Successfully prepared background analyses and conducted feasibility studies for the development of new legislative acts and the improvement of existing ones in the fields of innovation, science, and education in Ukraine. Ensured communication and collaboration between international organizations and Ukrainian government institutions and universities. Responsibilities included:Provided consulting support to three Ukrainian enterprises (OJSC 'Refma,' OJSC 'Kharkivkholodmash,' and JSC 'Odessakholodmash') in preparing bid documentation and organizing tenders in accordance with World Bank procedures (ICB, QCBS, IS, NS), for a total bid amount of $2.98 million.Key achievements:Successfully executed bids totaling $2.0M for OJSC "Refma" and OJSC "Kharkivkholodmash" out of a total $2.98M. The sub-project for Odessakholodmash was canceled due to the plant leadership's decision to withdraw. Demonstrated excellent understanding and successful implementation of World Bank procurement procedures.
