In 2016, Van developed a web-based Knowledge Base to capture "tribal" knowledge about ACB vendors. Previously at ACB, Van developed a Purchase Order application to replace a paper-based process. Before that, Van architected, designed & developed a web-based Order/Quote application to replace another paper-based process used at all ACB braches. The solutions, developed in .NET using Visual Studio and a SQL database, run on a variety of machines and browsers including Safari, Firefox and IE. An executive dashboard was also developed that displays both warehouse and sales data visibility and provides drill down functionality.

Van has worked on worked several projects for NPC Research. Most recently one to help efforts in support of families with children affected by domestic violence for select cities in California. A few years ago there was a project to upgrade a web application used by the California Court system to evaluate the effectiveness of Drug Court programs. A similar application was developed for California DUI courts. Another project was to create a web site to enable NPC and other research companies to collaborate on a special project. All applications utilize a MS SQL back end.

In mid-2016, Van wrapped up a project with NPC Research to develop a web application for the California Children Exposed to Domestic Violence (CEDV)—Specialized Response Program. CA-CEDV programs are funded by the California Children’s Justice Act Task Force and managed by the California Governor’s Office of Emergency Services. These programs establish partnerships between local law enforcement and social services, with the goal of improving the system response to children who have been exposed to violence in their homes.As one might expect, after implementation there were a few changes that needed to be made. These were addressed in the 1st quarter of 2017.

Mr. Chesnutt was the founder of Tirraappendi, Inc. and developer of tSecure® technology. tSecure is a patented, tamper-resistant security component for remotely disabling and/or controlling electronic and electronically controlled equipment - virtually anywhere. Tirraappendi closed in June 2017.

Craft3 is a Washington State Community Development Financial Institution (CDFI). Here, Van worked on numerous projects including one to fund energy reduction loans for home owners in Portland and Seattle, where the loan is repaid on the consumer’s utility bill. For this project a solution was needed for a repeatable electronic process to reduce the cost of loan initiation and on-going administration. The project is based on more recent versions of MS SQL and Microsoft’s Dynamics CRM. It also incorporated the use of web services and custom produced web and console applications. Additionally, Van enhanced many of the in-house IT processes that has enabled expansion of the business; including the development of a custom loan underwriting application.

Provided Systems Engineering/Architect services in support of a system used to manage policies, procedures & processes for the Boeing Company (Documentation was based on Macroscope® deliverables.) Projects included support of application documentation that enabled Boeing to meet Federal (FAA and others) regulatory compliance and over-site responsibilities. Additionally, work was done that defined operational Service Level Agreements and a disaster recovery plan and capability. During this engagement work was also performed in assisting in the separation of systems necessitated by 2005 sale of the Boeing Wichita facility. Also during this period, Van worked as part of a team to move the organization to CMMI Level 3 and to define system Access Control Policy (ACP) for multiple applications.

Provided Systems Engineering/Architect and Project Management services in support of an effort to migrate a Standards Management system from NT to UNIX, SQL to Oracle and upgrade to the latest FileNet® application development platform. This application also required architecture and documentation to support FAA Accreditation. Additionally, supported efforts to establish a Digital Asset Management initiative within the organization.

This effort included gathering, refining and documenting user requirements from a diverse user group, developing a series of alternatives and a recommend path on which to proceed.

For the FHCRC, Van was part of a small team tasked to develop a replacement for the 25-year old FORTRAN based Cancer Surveillance System. The new application was to be a new client-server, distributed architecture application with a SQL back end.

During much of my time at Boeing, I provided consultation support to internal Boeing clients and external Boeing clients on the development and enhancement of applications written in Boeing’s EIS language and Visual Basic. (The applications were generally related to estimating and pricing activities.) Responsibilities also included project/engagement management of the consulting projects.
