Vassilis Dalakas (MIEEE’ 2001, SMIEEE’ 2015).Degree in Physics, M.Sc. Degree in Digital Signal Processing, and Ph.D. Degree with specialization in Digital Communications, all from the National Kapodistrian University of Athens (NKUA), Greece, in 1998, 2002 and 2010, respectively. I am currently seconded as consultant to the Secretary General of Information Systems for Public Administration in the Ministry of Digital Governance of Greece. My duties are to advise the Secretary on issues related to data centers, cybersecurity, cloud, AI and procuring IT systems and software. My main post is laboratory teaching staff in the Department of Informatics and Telematics of Harokopio University of Athens (HUA).I have over 20 years of experience in IT service management as defined by ITIL and a strong research and educational profile in the field of ICT. I am involved directly or indirectly on digital transformation projects with budget over 1B euros funded by the European Union such as the 2nd generation of public sector network (SYZEYXIS 2), the governmental hybrid cloud (G-Cloud) and Enterprise Agreements among our government and software vendors such as Microsoft and Oracle. I am experienced in designing, building, operating and supporting IT applications and the infrastructure of an organization by developing, evaluating, implementing and monitoring strategies, policies and processes in line with the mission and objectives of the organization.In addition, I advise and motivate people to produce their best towards a goal. All these via analyzing all the alternatives as fast and reliable as possible and adopting the optimum in techno-economic view.I have been also a research associate of the National Observatory of Athens (NOA), the National Technical University of Athens (NTUA), the National and Kapodistrian University of Athens (NKUA) and the ESA in 10 European and national R&D projects funded by the European Union. I was a member of the Satellite Network of Experts (SatNEx). My research interests include digital communications, digital signal processing techniques, as well as systems engineering, modeling and simulation. In these areas, I co-authored more than 30 papers, 2 book chapters and I was a co-recipient of best paper award in SEDE-2006 and of best student paper award in IEEE SysCon-2014. Part of my work has been included in the ETSI DVB-RCS2 standard.I serve also as reviewer for several international scientific journals as well as a consultant for private companies in the field.
