Water & Power Dispatcher (DWR STATE OF California) Water and Power Dispatcher provides centralized dispatching of water and power throughout the State Water Project to coordinate the operation of project facilities and field division facilities with the operation of participating water and power agencies. Revise the pre-schedule as necessary due to changes in State Water Project water demands, abnormal or emergency operating conditions, and on-demand obligations by other agencies contracting with the Department; provide emergency service to other agencies; and reduce operating costs by purchasing economy energy. Monitor generation resources, power flows over ties, power demand, voltages, and frequency, and control error. Operate the system to maintain a balance between loads and resources by adjusting generation and/or changing energy delivery schedules with other agencies. On an hourly basis, arrange transactions for sale and/or purchase of energy, including determining price, to ensure that the SWP is continually operated in the most cost-effective manner. Implement a pre-schedule of the Department's generating resources and generating resources owned by others under contract to the Department of Water Resources (DWR), power purchases, power sales, power exchanges, and power transfers over contracted transmission paths. Operate digital computer (Project Operations Center [POC] control system SCADA ) to revise schedules and to perform on-line control of generating resources. In a safe and efficient manner.

Reports alarms received on the Fiber Optic monitoring system. Updates wall maps. Assists customers with problems and complaints by determining and contacting appropriate authority to expedite solution. Completes and distributes outage reports; maintains system outage database, customers count database, and performs tasks for Utilities Field Office as requested. Records in Operators Log all system operations, switching orders and subsequent issuance of clearance for work on the system; prepares various other operating reports. Required to maintain an accurate and complete log of activities, including daily, semi-annual and annual outage information.
