Reality is that there are still a lot of inefficiencies at societies that prevent that, but this strategy has certainly proven to maximise the chances for artists to get paid by the societies.

I was appointed to assist the Monitoring Trustee in monitoring Microsoft's compliance with the European Commission's 2004 anti-trust decision against them (See https://en.wikipedia.org/wiki/Microsoft_Corp_v_Commission).Our remit focused on the Commission's order on Microsoft to provide technical specifications for all their server protocols and interfaces, to allow competition in the workgroup server market.My role was to vet Microsoft's specifications for accuracy, completeness and implementability.
