Facilitated 15 of the current 17 workshops for job seekers in both virtual and in-class settings. Provided individualized counseling and promoted and marketed all CareerSource Broward's services. Provided individualized counseling and conducted support facilitation to enhance customer service outcomes.The last Program Year 2018-2019 (pre-COVID-19) attendance results showed that 4,056 job seekers had attended Vernon’s workshops. This number far surpassed attendance numbers for prior Program Years (which averaged around 2,426 (almost a 60% increase in attendance). This increase might have been attributed to the introduction of two new workshops, Broward Online Job Board and TORQ (Transferable Occupation Readiness Quotient) workshops, and the Resume/LinkedIn Labs.

As the Director of Workforce Development at the Greater Fort Lauderdale Alliance, Vernon Bailey addressed workforce issues at both existing and new companies in Broward County. He also provided direct assistance and guidance to these companies in securing Employer Training Grant programs from both state and local governments, for their employees.Significant contributions to The Greater Fort Lauderdale Alliance included the following:• Met with Broward College and senior Broward Alliance staff to identify an example of a successful business and education partnership for the "Educational Excellence Builds Business" (EEBB) program. Broward College and the Marine Industries Association of South Florida were selected to receive the Educational Excellence Builds Business (EEBB) award for Education/Business Partnerships. • Made a presentation on Workforce One services to members of The Broward Alliance’s Partner Council (Economic Development managers and Broward County’s Chambers of Commerce staff).

Developed creative approaches to educate employers about Workforce One's resources and services. Identified employers interested in working with Workforce One to take advantage of Federal and Florida State training grants. Developed a schematic for career lattices in occupational areas offering high wages within the Scientific, Healthcare, Manufacturing, and Marine Industry communities. Significant contributions to Business Services included the following:• Managed CareerSource Broward’s Business, Employment, Solutions, and Training (BEST) Grant of $620,000.00• Developed a Strategic Plan to identify and address workforce issues in the Bioscience and Healthcare industries• Organized and orchestrated the 2005 Biotechnology Summit at FAU to address employers’ and academic issues

Directed the construction, implementation and maintenance of Network Plus’ Collocation sites and associated Type-II and Fiber Networks (Miami to Atlanta) in the Southeast Region. Provided direction to a team of 28 members responsible for the installation, test and turn up of the Region’s Local Switches, Long Haul and Metropolitan Fiber Networks, and Data Backbone Network (Miami to Boston). Participated in the Corporation’s analysis of several defined technology domains to determine where the leading edge technology was, the potential application areas and the financial impact of any investments. Coordinated and managed the procurement of equipment, material, supplies and services for the Southeast Region.

Directed Business Process Planning while leading a highly skilled team of 22 members with responsibility for the direction and evolution of the Supply Chain Management program for the Caribbean and Latin America regions. Provided team alignment in the areas of Communication, Program Management, Resource alignment and Strategy definition. Worked with accounts in the Caribbean and Latin America to improve the 1998 Customer Satisfaction scores. (CSAT in the Caribbean went from 83% to 100% and in Latin America from 47% to 93%).

Directed the planning, engineering, construction and implementation of wire-free technologies internationally (Asia Pacific Region - China, Indonesia, Singapore, and Taiwan; Latin America, the Caribbean, and the USA). Participated in the Technical Team’s analysis of several defined technology domains to determine where the leading edge technology was, the potential application areas and the financial impact of these investment. Coordinated and managed the procurement of equipment, material, supplies and services for the organization. Prepared technical sections for bid documents for licenses to operate networks in the Asia/Pacific and Latin America regions. Qualified vendors to supply appropriate equipment for the wireless networks and worked with projected budgets of over $150 Million. Had overall responsibility for recruiting and dismissal of technical employees.
