Lead the assessment of several regulatory reviews and assessments in relation to≫ Electricity wholesale market rules (demand response mechanism, ancillary services provision, bidding and scheduling arrangements of various types of market participants, 5/30 settlement);≫ Electricity retail arrangements (metering and meter replacement processes);≫ East Coast Wholesale Gas Market and Pipeline Frameworks Review (proposed market design features, including combinatorial auction); and≫ Gas market rules relating to the extension or expansion of gas pipelines in the Victorian Declared Wholesale Gas Market.

Develop strategic business plan and go-to-market strategies for a big data analytics and energy management system. Identify opportunities and establish partnerships with businesses and service providers in the metering, energy services, and building automation areas.

• Undertake analysis, frame complex problems, develop policy options, and provide recommendations to senior executives in the areas of energy, climate change, water, and transport policies.• Provide advice in the areas of smart meter rollout, retail electricity price regulation, demand response and demand-side participation in the electricity market, and renewable energy target, and policies that have potential implications for the National Electricity Market.• Pioneer new Whole of Victorian Government electricity procurement strategies. Assess risks and develop risk management and hedging strategies for aggregate electricity demand profile under various market scenarios.

• Lead a team of 6 - 8 economists to conceptualise and frame complex problems, scope and conduct research and provide high level expertise in the areas of climate change, energy, urban and rural water, and biodiversity policies. • Conduct research to investigate the impact of voluntary and mandatory energy efficiency rating in the residential and commercial rental property market. • Provide subject matter expertise in the areas of emissions trading and permit allocation in the National Emissions Trading Task Force.• Provide policy advice on a range of issues relating to climate change and energy policy, the treatment of energy intensive and trade exposed industries, renewable energy policies, and policy interaction with the National Electricity Market.• Design and experimentally test auction for licenses, including taxi, gambling, fisheries, spectrum licenses and emission permits. Advise on auction rules and design features. Ensure auction is compatible with strategic bidding behaviour.• Write ministerial briefs, cabinet submissions, reports and correspondence on complex policy issues and provide policy options to senior executives. Present work at conferences and seminars.

• Write test cases for the trading and clearing systems of commodity and energy derivatives markets. Clients included the Eurex Exchange, European Energy Exchange, and Chicago Board of Trade.• Define trading and clearing system requirements for electricity derivative products.
