Oversees and manages the operational aspects of projects of the Fleet Area Control and Surveillance Facility Virginia Capes (FACSFAC VACAPES), which includes scheduling, control, and surveillance of military operating areas, training routes, and weapon ranges. Utilizes Earned value management to schedule and coordinate all aspects of the Department of Defense largest exercises, unit-level training, and hazardous events. This project management is key in enabling dynamic and realistic training for the nation’s fleet operators culminating in the training and readiness of Atlantic Fleet and Joint Forces.• Manages the scheduling and coordination support services of air space, surface water space, and sub-surface water space to the Atlantic Fleet, which are essential to maintain the safety of units, vessels, and personnel during completion of exercises, training events and hazardous events, that includes weapons employment at the Fleet Forces Atlantic Exercise Coordination Center (FFAECC).• Manages a 12 member cohesive collaborative team, has exceptional management, organizational, planning and communication skills and meets project goals within time and cost.• Utilizes Control Account Management to manage a $10 million contract, utilizing the Earned Value Management System.• Reviews status of project and budget data, evaluates project plans, manages schedules and prepares status reports for various senior level, civilian and military stakeholders.• Analyzes project information, strategizes plans, produces quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively presents the results in a clear and concise manner.• Tackles project issues and develops resolutions to meet productivity, quality, and client-satisfaction objectives.• Event planner, data collection, and assessment; after action reporting, policy analysts, and event execution support staff.

Provided air/sea space scheduling and de-confliction services, administrative support and the unique service of providing a single point of contact to each and every unit, command and agency that conducts DoD operations within the assigned warning areas and special use airspace for Fleet Forces Atlantic Exercise Coordination Center (FFAECC) located at the Fleet Area Control and Surveillance Facility Virginia Capes (FACSFAC VACAPES).• Provided scheduling and asset support services for all DoD units and foreign militaries conducting training in the east coast warning and restricted areas; managed and provided oversight responsibilities for the development, coordination, planning, and execution of highly specialized training exercises; and assists units and commands with coordination and scheduling of fleet training areas and ranges, including Training Support Vessels (TSV’s) and Atlantic Target Marine Operations (ATMO) assets. • Maintained schedules, performs risk analysis, and identifies and resolves critical path issues by presenting the problem, identifying the steps to solve it, and providing the solution in a clear and concise way to customers.• Managed and updated long-range schedules of future training and certification exercises, provided technical support for project scheduling, and assists in researching and providing information required by customers. Provided scheduling support and event coordination for users that require access to Contracted Air Services (CAS) in support of Fleet Integrated Training (FIT) and Unit Level Training (ULT) requirements for east coast CAS and opposition force aircraft for large scale naval training exercises for the U.S. Navy. • Support included planning, organizing and developing complex exercise schedules involving a variety of military and CAS aircraft, resolution of conflicts and ensuring compliance with existing policies and guidance, and assignment of work areas consistent with operations to be conducted. Which includes maintaining and managing long-range schedules, gathering and evaluating pre-exercise (PRE-EX) messages to ensure required mission data was provided, and coordinating and managing logistics and flight support for fleet exercises from home base and deployed sites from Fleet Area Control and Surveillance Facility, Virginia Capes (FACSFAC VACAPES).

Provided scheduling support for planning tailored training in support of Fleet Integrated Training (FIT) and Unit Level Training (ULT) requirements for deploying Carrier Strike Groups, Amphibious Ready Groups, and independently deploying surface ships. Developed and drafted the schedule of events and monitored the execution of Carrier Strike Group Four intermediate and advanced training exercises. • Managed eight deploying unit’s long range training schedule and certification exercises. Coordinated with key stake-holders and high level decision makers for the development and execution of advanced maritime warfare training, which included planning, organizing and developing complex exercise schedules that involved a variety of military and CAS aircraft, resolution of conflicts and ensuring compliance and guidance, and assignment of work areas consistent with operations to be conducted.

Managed 90 personnel in the operation of communications, detection, and weapons systems essential for controlling air and surface naval operations onboard an aircraft carrier. Managed critical communication links between air, naval, and ground forces. Managed the operation of surveillance and detection systems; providing technical expertise to operational commanders on capabilities and operational status of sensors and weapons systems, giving them an accurate real time picture to allow them to make critical decisions.

Lead a team of 30 personnel in coordinating combat systems training to provide the means to effectively access the training status and requirements of an aircraft carrier’s combat systems personnel. Personally planned, created, and executed 200 operational combat drills; implemented realistic training scenarios to allow efficient and effective learning. Expert in Battle Force Tactical Trainer (BFTT) testing to ensure efficient execution of scenarios while providing realistic training in a computer simulated environment.

Managed a training program for 100 personnel. Provided tactical training for 250 personnel. Scheduled and tracked 120 schools for a critical command and control combat system and trained personnel in the operation and execution of a Ship Self Defense System (SSDS). Innovatively created a training process database to provide a more efficient tracking process that ensured effective forecasting and tracking of 250 qualifications and currencies for 132 personnel. Accountable for the safe and effective operation of a Ship Self Defense System (SSDS) in a fast-past constant stressful changing environment. Managed and directed a team of 32 personnel in the smooth and efficient operation of a Combat Direction Center including collection, display, evaluation, and dissemination of tactical and other operationally significant data pertinent to the safety and defense of an aircraft carrier by making cognitive decisions to direct the tactical movement and tactical use of RADAR, identification, communication, electronic sensors, weapon systems and electronic warfare systems.

Managed and updated a long range schedule for air defense training and certification exercises for an aircraft carrier. Scheduled and coordinated with Fleet Area Control and Surveillance Facility, Virginia Capes (FACSFAC VACAPES), to schedule CAS aircraft for exercise and qualification events. Provided technical support for scheduling and exercise conferences regarding air defense exercises and certifications. Knowledge of naval targets, ranges, air space, sea space and support assets, including maintaining and managing long-range schedules, gathering and submitting pre-exercise (PRE-EX) messages to ensure required mission data is provided, and coordinating and managing logistics and flight support for ship exercises from home base and deployed sites.

Supervised and directed aircraft squadron’s operations; briefed and debriefed 250 flight crews; evaluated and determined in flight operational efficiency of 25 aircraft, 100 sensor systems components, and 200 aviation warfare systems operators. • Planned and directed the precise execution of a $5.8 million flight hour budget as an operations department flight scheduler and readiness officer. Supervised preflight, inflight, and post flight inspection of aircraft equipment, and the collection, preparation and transmission of data significant to the search, location and tracking of submarines and reconnaissance. Also assisted with performing sensor upgrades and maintenance.• Possess 18 years of Sensor Operator experience with over 4500 flight hours in the P-3C aircraft in which 2500 hours consisted of ISR missions as an aircrew member.• Held the designation as a Naval Air Training and Operating Procedures Standardization (NATOPS) program evaluator promoting safety among an aircraft squadron. Instructed and qualified 50 Aviation Warfare Systems Operators as an acoustic and ISR evaluator, providing the Navy with highly qualified sensor operators.
