In the aftermath of September 11th, chaired bilateral energy working groups with ministers from Russia, Mexico, Canada, India, Saudi Arabia, Venezuela, Brazil, Trinidad & Tobago, United Kingdom, China and Africa. Represented United States’ interests in international forums and institutions by serving as Vice Chair of the International Energy Agency in Paris, France
