Sr. HSE Advisor for Transportation & Installation phase, and Hook-Up & Commisioning stage.HSE supervision for Simultaneous Operations during Construction & Drilling Works.

- Provide HSE guidance to foster the leadership & commitment on Project Managers and Site Leaders, and manage the HSE Team for onshore and offshore stages.- Develop, implement and ensure the effectiveness of HSE plans and programs.- Identify and develop of Project HSE deliverables, such as plans, specific procedures and bridging documents / gap analysis. - Identify the requirements and the needs of training and competencies in accordance with job position.- Develop and facilitate the Hazard Identification Studies (HAZIDs) & Risk Assessments (TRA, JSA, HIT).- Identify and monitor the implementation and compliance of applicable Legal and Regulatory requirements (STPS, OSHA).- Conduct regular inspections and reviews to ensure the HSE requirements are properly implemented in Construction areas and facilities.- Set, monitor and communicate the HSE Key Performance Indicators (KPIs).- Develop, implement and communicate of plans/programs to achieve HSE Objectives, Targets and Goals.- Establish and conduct the Project HSE Audit Plans.- Lead the process for Incident Investigation, Reporting & Lesson Learned.- Develop and manage the HSE Incentive program to foster the Safety culture within employees.- HSE Management of project subcontractors and vendors based on their Scope of Work.

- Develop, implement and evaluate the Integrated Management System documentation, based on International Standards, Global & Local procedures, and Legal Requirements.- Establish and execute the Internal HSE Audit Plan for the Facility, acting as administrator and mentor for the group of Internal Auditors for OHSAS 18001, ISO 14001 & ISO 45001.- Subject Matter Expert / Trainer for Incident Investigation & Root Cause Analysis.- Perform gap analysis of Client HSE requirements for projects on bidding stage.- Audit and evaluate the effectiveness of implementation of HSE requirements on Construction projects executed in the Facility.- Facilitate the Hazard Identification Studies (HAZIDs), Task Risk Assessments (TRAs) and Job Safety Assessments (JSAs).- Assist in the implementation, tracking and communicaion of the Facility’s HSE Objectives & Targets.- Performing the pre-qualification of vendors/subcontractors during bidding Stage. Conduct audits & gap analysis on Management Systems of Critical Vendors/Subcontractors.

- Perform field Inspection for unsafe acts & conditions and assess the risk and implement controls for works such as: liftings, work at heights, confined space, hot works, painting & blasting, electrical works, maintenance activities, and civil works.- Ensure the implementation of Safe Work Practices procedures & legal regulation for Health and Safety at the Workplace.- Manage the HSE Management Walkthrough Inspections program.- Conduct the Incident Investigation & Root Cause Analysis, elaborate and disseminate the preliminary and final reports with corrective actions and learned lessons.- Assist as observer to execute internal HSE Audit Plan for the Facility, based on International Standards and Global / Local procedures.- Trainer for Work Safely at Heights & Use of Fire Extinguishers.- Follow and implement the Permit to Work System

- Implement and supervise the safety, health and environmental protection controls during the corrective and preventive maintenance activities to pedestal cranes installed on Arenque A, B and C offshore platforms, property of Pemex.- Plan and conduct the corrective and preventive maintenance plans for pedestal cranes of the Arenque A, B y C offshore platforms.- Coordinate and supervise the pre-assembly at dock, lifting maneuvers dock-ship-platform, assembly, installation and start-up of pedestal crane UNIT 5500 at Arenque C offshore platform.- Plan, coordinate and track the certification for pedestal cranes of the Arenque A, B and C offshore platforms.- Formalities for the authorization of permits, according to System for Risk Work Permits of PEMEX.- Identify the needs and develop of training programs and safety talks related to safety, health and environmental protection.- Support in the development and implementation of environmental management system, including elaboration of procedures, update of Material Safety Data Sheets and the construction of Temporary Hazardous Waste Warehouse.

- Conduct field inspections and walkthroughs to verify the act and conditions of health, safety and environmental in the operations and facilities.- Assess the implementation and compliance with Mexican Official Norms and applicable regulations.- Generate the statistical information of permit to works issued in the Facility.- Deliver the HSE Induction course for new hires, subcontractor and visitors, and provide support for the "Use of fire extinguisher" training.- Follow up and update the reports of anomalies, non-conformances and observations in SQUAD system.- Control of inputs and outputs in the temporary storage of hazardous waste.- Assist in the preparation and review of documentation for ISO 14001 audits.
